<br />City Council <br />Meeting Minutes <br />August 16,2005 <br />Page 6 of 11 <br /> <br />Mayor Sisk stated the Comprehensive Plan process has allowed the public to <br />participate, and he applauded everyone for their participation. He addressed the <br />projected population vision of 23,000, which would be phased over a 20-year <br />period. He suggested in Chapter 3, in lieu of a vision population of 23,000, the <br />statement "an expressed intent of the plan that Louisville will have a population of <br />23,000" be added. He noted there are ways for Council and the public to make <br />decisions. He addressed public comment that the Comp Plan is flawed, and <br />stated the Council and the public could work together on those areas. <br /> <br />Council member Marsella supported Mayor Sisk's proposed language of "an <br />expressed intent for a population of 23,000." <br /> <br />Council member Levihn asked City Attorney Light if he was comfortable with <br />language proposed on the Hoyle property. City Attorney Light responded he <br />was. He explained the language is needed as there are existing provisions of the <br />Comp Plan that need to be clarified. He stated the paragraph reinforces the <br />intent that the IGA continues, however if an IGA amendment is obtained, this <br />Comp Plan can follow the lead of an IGA amendment. <br /> <br />PUBLIC COMMENT <br /> <br />Bill McDermott, 255 Fairfield Lane, Louisville, CO suggested the plan be viewed <br />as an enabling document rather than a restrictive one. He stated there should <br />be some safeguards that would enable Louisville to be better. He complimented <br />Council on conducting a public process. <br /> <br />George Emmett, 143 Jackson Drive Louisville, CO thanked Council member <br />Marsella for her response letter. He noted when he moved to Louisville, the <br />population was less than 10,000, and based on present growth patterns, <br />Louisville will be the smallest city in Boulder County. He voiced his belief the City <br />Council has done an admirable job for the citizens and urged the Council to <br />move forward with the adoption of the Comp Plan. <br /> <br />John Leary, 1116 La Farge Avenue, Louisville, CO addressed the issue of the <br />population projections, and explained the major issue is the residential units and <br />not an exact population cap of 23,000. He addressed regional market area, and <br />stated the financial analysis does not support the projection. He noted he has a <br />difference of opinion with the Planning Staff with the use by right issue on <br />Highway 42. His opinion also differed on the issue of open school enrollment <br />and the need for patio homes for empty nesters. <br /> <br />Ty Gee, 253 Hoover Court, Louisville, CO addressed Council's comments on the <br />projected population for Louisville and regional retail to attract and obtain sales <br />tax revenue. He questioned whether residential housing is necessary to attract <br />regional retail as was suggested by the consultants. <br />
