City Council <br /> Meeting Minutes <br /> • December 20, 2011 <br /> Page 6 of 18 <br /> MOTION: Councilor Sackett moved to approve Resolution No. 87, Series 2011, <br /> seconded by Councilor Keany. Roll call vote was taken. The motion carried by a vote of <br /> 5-0. Absent: Councilor Dalton. <br /> DISCUSSION AND APPROVAL OF QUESTIONNAIRE FOR CITY COUNCIL WARD I <br /> APPLICANTS <br /> Public Relations Manager Muth explained the City Council continued consideration of an <br /> appointment to fill the Ward I vacancy to January 17. The Council agreed to ask each <br /> applicant to respond to a questionnaire based on questions submitted by Council <br /> members and the public. A draft of the questionnaire was provided to Council for their <br /> review and approval. The proposed timetable is as follows: <br /> • December 20 Council finalizes and approves questionnaire <br /> • December 21 Approved questionnaire sent to all applicants <br /> • January 9 Deadline to return the completed questionnaires <br /> • January 10 Responses distributed to City Council <br /> • January 17 City Council vote on Ward I Vacancy <br /> • February 7 New Council member will be sworn in <br /> The eleven draft questions are as follows: <br /> • 1. Tell us about your volunteer or civic involvement in the communities in which you <br /> have lived (city, schools, scouts, church, non-profits, neighborhood, etc). <br /> 2. Describe similarities and differences between the responsibilities of a City Council <br /> member and other positions/capacities (civic, business, home) in which you have <br /> served. <br /> 3. If appointed you will be confronted with issues where there are differences of opinion <br /> between the citizens you represent. Describe your approach to such issues. What is <br /> the role of public hearings/comment in City government? What is the role of non- <br /> citizen input? <br /> 4. Provide an example of where spending one-time funding is appropriate. Provide a <br /> second example of where it is inappropriate. While not required, references to the <br /> City of Louisville budget are appreciated. <br /> 5. An example of a kind of decision that might come before the Council is one where <br /> constituents/citizens/neighbors would like to see one use for a property--such as <br /> park and trails —on a property zoned for residential development. How would you <br /> approach this issue? <br /> 6. Tell us what factors you would consider if a proposal came before the city council to <br /> • convert the Sam's Club building to include multifamily housing. Would the factors be <br />
