There were no comments. <br /> COUNCIL DISCUSSION <br /> There was considerable Council discussion relative to the proposed questions. Mayor <br /> Muckle reviewed the questions and City Attorney Light's comments. <br /> City Attorney Light explained it is important the questions not present pre-judgment or <br /> bias concerning matters that could come before the Council in a quasi-judicial <br /> proceeding, such as a PUD request. He recommended Council delete question 6 or <br /> revise it to be a more general question about land use. <br /> Councilor Loo expressed her concerns over the implications of the questions. She <br /> suggested having open-ended questions. <br /> Councilor Sackett felt the Council is divided and was discouraged by the voting process <br /> at the last meeting. He thought the Council can work together. He voiced his support <br /> for the questionnaire. Councilors Loo and Yarnell agreed. <br /> • <br />
