He felt the Historic <br /> Preservation Commission will make recommendations to the Council relative to the <br /> merits of landmarking commercial and residential properties and determine <br /> extraordinary circumstances. <br /> Mayor Muckle requested public comment. There were no comments. <br /> MOTION: Councilor Dalton moved to approve Resolution No. 1, Series 2012, seconded <br /> by Mayor Muckle, with the following amendments: <br /> 1. Section 3 a). For a period of 18 months from when a property is declared a <br /> landmark pursuant to Chapter 15.36 of the Louisville Municipal Code the owner <br /> of the property shall be eligible for a grant from the Historic Preservation Fund in <br /> the amount of up to $5,000 for residential structures and up to $65,000 for <br /> commercial structures. <br /> 2. Section iii was removed. (Routine maintenance is an allowable expense as a <br /> project. Routine maintenances includes painting, refinishing and exterior <br /> cleaning). <br /> VOTE: The motion carried by a vote of 5-1. Councilor Sackett voted no. <br /> RESOLUTION No. 3, SERIES 2012 —A RESOLUTION APPROVING A FINAL <br /> SUBDIVISION PLAT AND FINAL PLANNED UNIT DEVELOPMENT (PUD) PLAN <br /> FOR THE NORTH END PHASE II DEVELOPMENT <br /> Mayor Muckle requested a Staff presentation. <br /> Planning Director Russ explained the City Council, approved a General Development <br /> Plan (GDP) amendment, Preliminary Subdivision Plat, and Preliminary Planned Unit <br /> Development (PUD) Plan for North End Phase II. The applicant is now requesting <br /> approval of the Final Subdivision Plat and Final PUD Plan for North End Phase II. <br /> The Phase II development is approximately 29 acres, including 4.5 acres of commercial <br /> development. The Subdivision Plat defines the public right-of-way, public land <br /> dedications, and public utility easements necessary to serve the proposed land uses. All <br /> of the required public land dedication for the North End Subdivision occurred during the <br /> platting of North End's first phase. The Plat/PUD shows a series of trail corridors to <br /> provide regional connectivity to complete the trail network encircling the City. Hecla <br /> Lake represents a larger portion of the unencumbered land dedication. The applicant <br /> contracted with a firm to evaluate the dam structure and determine the location and <br />
