City Council <br /> Meeting Minutes <br /> January 3, 2012 <br /> Page 12 of 14 <br /> extent of any water seepage from the structure, consistent with the Subdivision <br /> Agreement. <br /> The proposed development supports a variety of residential housing types including <br /> single-family detached patio homes, along with attached products including townhomes <br /> and multi-family lofts. The applicant also submitted a complete fiscal analysis for the <br /> proposed development as required during the GDP Amendment. <br /> Most of Phase 1 obligations listed in the North End Subdivision Agreement have been <br /> met. They have received construction acceptance for all required public improvements, <br /> parks and trails from the City of Louisville. The only obligation remaining is the Hecla <br /> Reservoir improvements. A new Subdivision Agreement will be generated to govern <br /> this Final Subdivision Plat Amendment and PUD application. Staff recommended <br /> approval of the North End, Phase II Final Subdivision Plat Amendment, and Final PUD <br /> Plan with the condition that the applicant shall complete the Hecla reservoir <br /> improvements as stipulated in the original subdivision agreement. <br /> APPLICANT PRESENTATION <br /> Chad Kipfer, North End Project Manager, explained Phase I was successful and they <br /> are in the process of completing 75 properties. All of the homes are Energy Star rated <br /> and built to the design standards of Markel Homes. Phase II proposes a commercial <br /> component, 42 multi-family units and 53 single-family lots, with 25% of the project <br /> dedicated to open space. There will extensive trails around.the lake and additional trails <br /> and improvements to Hecla Dam. They plan to start the development in the spring of <br /> this year. He requested Council approval of the North End Phase II Development. <br /> COUNCIL COMMENTS <br /> Councilor Dalton inquired about the completion date for the Hecla Lake improvements. <br /> Mr. Kipfer stated the improvements to Hecla Lake would be concurrent with the public <br /> •improvements. They would be a part of the construction acceptance. <br /> Mayor Muckle inquired whether there is an expectation for Markel Homes to contribute <br /> to the HAWK signal at the intersection. Planning Director Russ stated there is not an <br /> expectative. Staff believes the land dedication for the trail systems meet the conditions <br /> of the subdivision regulations. Staff is approaching Boulder County and the City of <br /> Lafayette for the trails system. <br /> Mayor Muckle asked if Markel Homes will install the City's gateway sign. Mr. Kipfer <br /> stated it is their intention to dedicate the land for the gateway sign. It was noted the <br /> cost for a gateway is under$15,000, plus the cost of landscaping. Mayor Muckle <br /> stated the challenge will be the dam at Hecla Lake. Mr. Kipfer explained in 2007 Markel <br /> dedicated all the water rights and ditch rights to the City. <br />
