This was <br /> a team effort between GreenPlay, Parks and Recreation, Planning and the GIS division. <br /> The following steps were taken to gather input and create a foundation for the planning <br /> effort: <br /> • Community Needs Assessment— Statistically-Valid Survey <br /> • Inventory and Assessment of Existing Properties and Facilities <br /> • Analysis of Programs and Services <br /> • Open Space Benchmarking <br /> • Financial Analysis <br /> • Level of Service Analysis <br /> • Presentation of Findings— public meetings <br /> • Development of Recommendations <br /> • Presentation of Draft Recommendations— public meetings <br /> • Planning Commission Final Draft Review and Recommendation <br /> The consulting team did extensive research into existing plans, reports, contracts, <br /> financial data, IGA's, City standards, procedures, maintenance and management <br /> practices, etc. to limit duplication or conflicts with the newly developed plan. Many of the <br /> existing plans are referenced in the new document as opposed to replacing or re- <br /> inventing existing standards and practices that work well. The research also exposed <br /> areas that were lacking where plans and guidelines will need to be developed. <br /> Overall, the process for developing the plan has been all-inclusive and extremely in- <br /> depth. The goal throughout has been to create a plan driven by the needs of the <br /> community and can be supported and implemented by staff. <br /> In November of 2010, a survey was sent by mail to a total of 3,177 households. Sample <br /> size for the statistically valid survey is 673, resulting in an excellent response rate of 21 <br /> percent and having a margin of error of approximately +/- 3.8 percentage points <br /> calculated for questions at 50% response. <br /> The Open Space Master Plan provides property specific management guidelines, <br /> direction on broad open space issues, Parks, Recreation, Trails, Cemetery, Golf, <br /> Horticulture, Forestry, and Senior Services. The Master Plan outlines the <br /> recommendations for Recreation Services, Parks, Open Space and Trails Maintenance <br /> and Managements, Golf Recommendations and Financial. Staff recommended <br /> approval of Resolution No. 12, Series 2012. <br /> COUNCIL COMMENTS <br /> Mayor Muckle noted the Master Plan was a large undertaking and voiced his thanks for <br /> all the public input, and to the staff.
