City Council <br />Study Session Summary <br />November 22, 2011 <br />Page 3 of 5 <br />Council Member Dalton asked if it is possible to attach a dollar value to the <br />recommendations. The consultants responded that in the final report there will be budget <br />numbers included. In addition, a name change to the Department to be Parks and <br />Recreation and Open Space has been recommended, and the Department is also <br />encouraged to develop a mission and vision statement to include open space. <br />Consultants recommended events to be better coordinated. They were not specific about <br />which events, but Parks and Recreation Director, Joe Stevens, gave the Downtown Street <br />Faire as an example that there needed to be better coordination with Parks and Recreation. <br />Golf has not been included in this master plan. Consultants recommended that staff follow <br />the Golf Course Improvement Plan that is in process of being completed. <br />Council Member Loo asked if the 3/8% sales tax for open space could be linked with golf. <br />This could possibly be explored in the citizen survey. <br />The Master Plan will be going to Planning Commission on December 8th and on December <br />20th City Council will be asked to adopt the Plan. Council asked if they could have the full <br />master plan report well in advance of the December 20th meeting. The Parks and Recreation <br />staff responded that they could meet this request. <br />Update /Discussion – Louisville 2012 Legislative Agenda <br />Heather Balser, Deputy City Manager, presented a draft of the 2012 Legislative Agenda <br />which includes the legislative issues of interest to the City of Louisville in the upcoming 2012 <br />State General Assembly. The issues that City Council agree upon will be included in the <br />2012 Legislative Pamphlet that will be distributed to Boulder County legislators during the <br />December 14th Legislative Breakfast to be held at the Louisville Public Library at 7:30 a.m. in <br />the first floor conference room. <br />Discussion revolved around the 5 issues presented for 2012. <br />Council Member Dalton asked if the City needs to include the Energy and Environment issue <br />on the agenda and is there a legislative reason it needs to be included? What is the benefit <br />and does it harm the City if we include it? <br />Council Member Keany also felt that if this issue is an unfunded mandate then he would not <br />support it— doesn't want to give up local control. <br />Mayor Muckle thought the issues on the legislative agenda are the usual issues and they <br />continue to be important, and that the Energy and Environment issue has been on the <br />Legislative agenda for 3 -4 years and is a reflection of our priorities. <br />
