City Council
Special Meeting Minutes
February 29, 2012
•
BRT Bus Options: RTD Project Manager Quinn reviewed various slides, which
illustrated examples of BRT Buses. Two of the buses shown had doors, which
opened from both the left and right side. Other sides illustrated options for US 36,
such as Buses on Shoulder Operations for when CDOT opens the shoulder to
RTD buses. There were examples of Median Running BRT on U.S. 36; Single
Directional Terminal; Station — end of the line or other location with multiple bus
connections; Ramp/Side Station platforms on an exit or bus only ramp; Center
Station Platforms in the center of the corridor and Arterial Stations - smaller
stations located on arterial BRT corridors.
Next Steps
• March 1, 20112: Deadline for stakeholder feedback on Options 1,2 and 3
• March 5, 2012: Presentation of additional technical/financial analyses and
staff recommendations at FasTracks Monitoring Committee meeting
• March 8, 2012: RTD Board decides on either Option 1, 2 or 3 at a special
Board meeting.
• March 20, 2012: FasTracks Monitoring Committee recommendation to
approve 2012 FasTracks Financial Plan and release of annual report to
DRCOG
• March 27, 2012: Board approval of 2012 FasTracks Financial Plan and
annual report to DRCOG
• • June 2012: DRCOG approval of SB 208 Report
PUBLIC COMMENTS
Audrey DeBarros, 839 West Mulberry Street, Louisville, CO, representing US 36
Solutions, stated the US 36 Solutions and the US 36 Mayor's Coalition request
RTD include more than one option to proceed through the DRCOG 208 process.
She addressed the BNSF meeting, where they learned BNSF is willing to build
northwest rail in phases. This provides new opportunities for an agreement. She
stated more time is needed to understand the implications of this information and
the possibility for consensus it presents. She noted whatever decision the RTD
Board makes, the communities along the Northwest Rail and US 36 Corridor will
need assurances, in writing, that we will receive equitable investments in these
corridors for transit based mobility and quality station area investments. Our
corridors are being treated differently than every other corridor in the FasTracks
program. Our choices are to either change technology in the 2004 FasTracks
Plan or not receive the expected system for another 12 to 15 years. For the
corridor communities to support whichever option is picked, assurances must be
made they will be delivered in a timely fashion.
Steve Poppitz, 1031 Harper Street, Louisville, CO stated Louisville should send
the same message to RTD that Longmont did; the same right as all the
• FasTracks partners, commuter rail. He did not support Option No. 3 and urged
Council to tell RTD to take it off the table.
