City Council
Special Meeting Minutes
February 29, 2012
Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO stated he is a
member of the Louisville Revitalization Commission. He noted trains and buses
offer different services and the City has other plans for Highway 42, including
traffic calming measures. He felt the train has a unique advantage as it travels
on a track and buses in lieu of trains would not give Louisville any advantages.
He stressed the need for daytime traffic in the downtown area. He offered a
different option; simply ask for more money from the voters. He stated the vision
in 2004 is lost. US 36 is a critical component for the corridor, but it is not a
substitute for what was promised. He did not believe buses would work in
Louisville and stated the City needs assurances the northwest corridor will be
treated fairly.
David Walden, 950 Spruce Street, Louisville, CO, Delo, LLC stated they own the
property proposed for the Louisville Rail Station. He voiced his support for
commuter rail in Louisville. He did not think a BRT Station had any benefit for
Louisville.
Sara Greenwood, resident of the Gracemar Subdivison, reported she heard on
the radio, Denver Mayor Hancock wants to put stations on the rail lines out to
DIA in order to build an Airport City. She felt Denver proposed stations would
• cost a lot more than the proposed Northwest rail line. She wanted some
perspective on what is happening on this line versus the DIA rail line.
Assistant General Manager Clark confirmed the East line is to the airport, which
is currently under construction. There are two stations, which are not in the
FasTracks plan and not funded by RTD. Denver is raising money to approach
RTD to build two additional stations. This East line is 23 miles, which is shorter
than the Northwest line to Longmont, which is 41 miles The East line is being
built with 2012 dollars for approximately $1.2 Billion. The entire Eagle Project,
which includes the line to the airport, a line to Arvada and Wheat Ridge and a
spur to Westminster, is $2 Billion Dollars.
COUNCIL COMMENTS
Mayor Pro Tem Dalton addressed Option 2, which suggests Louisville could have
Northwest Rail by 2022, with slight delays to complete other lines. He suggested
delaying the uncompleted projects. RTD General Manager Washington stated
the options are a starting point and there are variations to the options. RTD is
listening, and wants to get feedback. He noted there is no lock-in option.
Mayor Pro Tem Dalton stated the options do not give the City any assurance,
only uncertainty. RTD Assistant General Manager Clark stated the option to
• delay all the uncompleted projects was suggested by the US 36 Coalition, but the
decision has been made to complete the projects.
