3.OverallStrategy <br />ImplementingtheVisionfortheGolfCourserequiresanumberofplanningactivitiesaredevelopedby <br />theGolfCourseAdvisoryBoardinconcertwiththeCityStaffandthePropertyManager,WesternGolf <br />Properties.Theintentoftheseactivitiescanbesummarizedasfollows: <br /> To maintain Coal Creek as an asset to the City of Louisville and ensure that it continues to support a <br />wide variety of vegetation and wild life along the Coal Creek Riparian Corridor consistent with the <br />Horticultural&ForestryAdvisoryBoardOpenSpaceAdvisoryBoard <br />Goals of the and chartered by <br />Louisville City Council. <br /> To create a long-term business plan for the Golf Course so that it can be operated without it being a <br />drain in City Financial Resources <br /> To provide a high quality and value experience for local golfers and be the course of choice over <br />equivalent facilities in the area. <br /> To make Coal Creek Golf Course a valued part of Louisville for both golfers and non-golfers alike. <br />Stakeholders <br />LouisvilleCitizens:CoalCreekGolfCourseisrunforthebenefitoftheCitizensofLouisville. <br />CitizeninputiscriticaltoensurethatthegolfcoursemeetstheirneedsandCitizenshavethe <br />ultimateresponsibilityforanyballotitemsaffectingtheGolfCourse. <br />Courseisavaluableassettolocalbusinessesthrough <br />LouisvilleBusinesses:CoalCreekGolf <br />providinganenvironmentthathelpsattractstaff,thatprovidesachannelforbusiness <br />advertisingthatprovidesstaffincentivesthroughCorporateMembershipsandCorporate <br />SponsoredEventsandhelpsretainstaffbyreinforcingthestatusofLouisvilleasapremiumcity <br />inwhichtolive. <br />LouisvilleCityCouncilandStaff:CityCouncilistheexecutivebodythatdetermineshowtheGolf <br />courseisrununderthetermsoftheOrdinanceCharteringtheGolfCourse.CityStaffare <br />responsiblefortheimplementationofCityCouncildirections. <br />WesternGolfProperties(WGP):WGPisresponsibleforthedaytodayrunningofCoalCreek <br />GolfCoursewhichisleasedtoWesternGolfProperties. <br />GolfCourseAdvisoryBoard(GCAB): <br />The GCAB serves in an advisory capacity to City Council on <br />matters of interest concerning the Coal Creek Golf Course. <br />4.Financial <br />Eveninthecurrentfinancialclimate,CoalCreekGolfCoursegeneratessufficientrevenuefromits <br />operationstoallowaworkingprofitforitsLessee(WesternGolfProperties)and,undertheLease <br />Contract,produceanAnnualFeefortheleaseof$180,000payabletotheCity.However,duetoyearsof <br />underinvestmentandfailuretoestablishaReserveFundforCapitalExpenditure,thereisaneedfor <br />significantadditionalinvestmentoverthenextsixyearstoreplaceandrenovatethefacilitiesthathave <br />beenignoredforthepast22yearsinordertoensurethatCoalCreekGolfCourseismaintainedtoan <br />adequateStandard.DetailsofthisrequirementarecontainedinSection7,GolfCourseImprovement <br />Plan. <br />StrategicPlanforCoalCreekGolfCourseApril22012 <br />Release1 <br /> <br />
