Planning Commission <br />Meeting Minutes <br />October 13, 2011 <br />Page 7of 13 <br />Summary of the variance requests: <br />1)Building Height –40 feet, Tennis Bubble Setback, Indoor Tennis Court & Club <br />house setback, Parking spaces, and Sidewalk paralleling bike path. <br />a.A minimum trail corridor widths of 28’ to 48’ <br />b.Accommodate evergreen and deciduous landscape plantings and <br />seating areas and there will also bepotential seating areas. <br />c.Landscaped and seeded with native vegetation. <br />d.Outlot A will have temporary irrigation for establishment <br />2)Outdoor lighting for tennis courts. <br />a.In exchange for a possible variance determined in the final PUD review <br />process, the City is requesting that all lighting on the property be <br />focused downward and adheres to dark sky best practices. <br />3)Monument Sign <br />a.Any variance to the CDDSG sign requirements will be considered in the <br />final plat and final PUD review process. <br />Staff recommends approval of the Preliminary Plat and Preliminary PUD for the St. <br />Louis Parishand Commercial Park with the following condition: <br />Preliminaryrecommendations of approval of the proposed public land <br />dedication and payment-in-lieu of a dedication is subject to a current <br />appraisal being provided to the City during the final plat and final PUD. <br />Commission Questions of Staff: <br />Lipton inquiredas to what the adjacent uses could be. <br />Russ reviewed the plan for the church, school and commercial development. <br />Loo asked is there is an IGA in place for the SE corner of the intersection. <br />Russ stated there is a Northwest Parkway IGA. <br />Lipton, Brauneis, Sheetsand Loo asked questions about transportation, connectivity <br />and parking. <br />Russ stated the streets are wide enough for off-street parking;traditionally tennis <br />events do not have large crowds and the longer the events areplayed the smaller the <br />crowds become. He stated the connectivity to downtown is still in the planning stage <br />and is not part of this project. <br />th <br />Sheets asked if a trail would cross 96St into the Warembourg property. <br />th <br />Russ stated a trail would likely not cross over 96St. <br />th <br />Lipton asked if a traffic signal was planned for access to 96St. <br />th <br />Russ stated a signal,when warranted,will be added on 96St. and the plan has <br />been designed to accommodate a full movement at the signal. <br />Lipton stated the lighting of the site shouldbe a condition of approval. <br />Russ stated the lighting plan will be part of the final application and a condition of <br />approval will be added at that time if needed. <br />Loo asked for the applicant to discuss the proposed bubbles. <br /> <br />
