Planning Commission <br />Meeting Minutes <br />March 22, 2012 <br />Page 2 of 6 <br />three (3) of which will be contained a total of 180 apartment units and <br />structured parking, and two (2) of which contain 10,000 square feet of <br />retail development, on Tract One of the Louisville North, Filing7 <br />Subdivision located at 707 E. South Boulder Road. <br />Public Notice Certification: <br />Staff reported the item had been continued from a previous meeting therefore a new <br />notice was not required. <br />Conflict of Interest: <br />O’Connell and Lipton noted that O’Connell would not be able to vote on the item <br />because of her absence from the previous meeting. They also noted it was not <br />necessary for her to recues herself from the meeting. <br />Staff Report of Facts and Issues: <br />Russ reviewed the resolution of denial and requested discussion by the <br />Commissioners. He noted the details for the denial are found in Section 3 on page 3 <br />of the resolution. <br />Commission Questions and Comments regarding the resolution of denial: <br />Lipton thanked staff for the details of the resolution as well as complementing them <br />on the summarization of the reasons for the denial in Section 3. <br />Russell asked if another applicant comes forward will the same requirement of <br />removing the Russian Olive trees be a requirement. <br />Russ stated the trees are considered to be a nuisance and the City Forester will most <br />likely make the same request of another applicant. <br />The following sections were discussed: <br />1) Section 2 g: discussion about why the SRU was requested. It was concluded <br />the phrase “the SRU request was being made because” should be deleted. <br />2) Section 3: each of the reasons (a, b and c) for denial were discussed. No <br />changes were recommended. <br />Public Comment: <br />Sid Vinall, 544 Leader Circle, thanked the staff and the commissioners for all the <br />work that has gone into the review of the project. He then made the following <br />statements: <br /> There are 40 trees and shrubs in the lot which would be lost to this <br />development. <br /> Looking west across the parking lot the mountains can be seen. <br /> The trees along South Boulder Road prevent the homes from being seen from <br />the development site. <br /> He stated his awareness of three (3) microbreweries wanting to locate in <br />Louisville and he suggested this site would be an excellent place to locate one <br />of them. <br />
