Planning Commission <br />Meeting Minutes <br />March 22, 2012 <br />Page 4 of 6 <br />1) Public Outreach and Kickoff: February and March 2012 to boards and <br />commissions, City Council study session and a public kickoff meeting. <br />2) Data collection and analysis: March through July 2012 includes consultant <br />support time, stakeholder interviews and mapping. <br />3) Plan development: May through September 2012 includes Public workshop <br />and Development and refinement by staff and the consultant. <br />4) Community feedback: September and October 2012 meetings with Boards <br />and Commissions, public meetings and study sessions with City Council. <br />5) Prioritization and action plan: October and November 2012 include study <br />sessions with Planning Commission and City Council. <br />6) Adoption process: December 2012 with Planning Commission and January <br />2013 with City Council. <br />Russ continued with a discussion of the purpose of a Comprehensive Plan. <br />1) Illustrates a community based vision. <br />2) Sets the policy framework (goals and objectives) for functioning of the vision. <br />3) Outlines implementation and ongoing monitoring of the vision: <br />a. Land Development Regulations <br />b. Transportation Discussion <br />c. Infrastructure Needs <br />d. Capital Investments <br />e. Prioritization of Community Services <br />f. Regional coordination and ongoing decision making. <br />Russ reviewed the current Community Vision and Framework. He concluded his <br />presentation with a discussion of new challenges and influences: <br />1) Redevelopment vs. New Development <br />2) Regional vs. Local traffic <br />3) Economic and retail growth <br />4) Neighborhood issues and concerns <br />Russ reviewed the Community Feedback and how the feedback was obtained from <br />the numerous presentations conducted by staff to other Louisville boards and <br />commission and special interest groups within the community. <br />Commission questions and comments: <br />Brauneis requested a definition of “sustainability” be included. <br />Russ stated his agreement and suggested the definition used by other government <br />agencies. He also suggested the sustainability issue/concern should be incorporated <br />into the entire Comp Plan and not be a standalone event. <br />O’Connell discussed “progressive outlook” as being part of the current vision <br />statement and the need to include it in the next vision statement. <br />O’Connell and Russell discussed “forward looking community” and what it means, <br />does Louisville continue to meet the statement goal. <br />Lipton stated that words are what enable people to grasp and hold onto a specific <br />idea or concept. He continued by saying the creation of a Vision Statement to fit <br />different people and interests is very difficult. He asked if a population number is <br />
