Louisville City Council Meeting <br />September 16, 2003 <br />Page 2 of 11 <br /> <br />Frosty Woolridge, 1458 Ford Place, Louisville, CO, addressed the immigration and <br />overpopulation crisis in the United States and asked Council to adopt a resolution to <br />address those issues. <br /> <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO, addressed the issue of an equal voice <br />for all citizens who come before City Council. She donated a timer to be used for timing <br />the three-minute allotment for public comment. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br /> THE AGENDA <br /> <br />Sisk reported on the Senior Board meeting. He informed Council the Board adopted <br />bylaws, which were implemented by the nominating Committee, in the candidate's <br />presentation process. He commended the Board for their involvement in the democratic <br />process. <br /> <br />Sisk addressed a motion at the September 2, 2003 Council meeting, indicating Council's <br />intent, should the bond issue pass, to have the Library in the commercial downtown area. <br />He requested a formal resolution for adoption. There was Council consensus. <br /> <br />Brown reported on emails he received relative to the right-turn on St. Andrews Lane. He <br />stated City Staff; the Mayor and Ward III Council members would conduct a public <br />meeting to discuss resolutions to the problem. <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE NO. 1426, SERIES 2003 - AN ORDINANCE AUTHORIZING THE <br />ISSUANCE OF CITY OF LOUISVILLE, COLORADO SALES TAX <br />REFUNDING REVENUE BONDS, - 2nd reading - public hearing (Advertised Daily <br />Camera 09/06/03) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1426, Series 2003. Light reported on the <br />are second reading amendments to the ordinance. <br /> <br />Davidson opened the public hearing and called for Staff presentation. <br /> <br />Finance Director Charlene Laus reviewed Ordinance No. 1426 authorizes the issuance of <br />City of Louisville Sales Tax Refunding Revenue Bonds. The original bonds were issued <br />in 1993 at a face amount of$6,115,000 at 2.6% to 5.2% interest. The remaining bonds <br />on the original issue are at 4.75% to 5.2% interest. The bonds were used to finance <br />various capital improvements for the City. The source of payment for the bonds comes <br />from one-cent of the City's three and three-eights cent sales tax that is deposited in the <br /> <br /> <br />
