PAGE TWO <br />SUBJECT: APPROVE RENEWAL OF THE BOULDER /BROOMFIELD COUNTY <br />HOME CONSORTIUM, SECOND AMENDMENT TO THE HOME <br />CONSORTIUM INTERGOVERNMENTAL AGREEMENT (IGA) <br />DATE: JULY 2, 2012 <br />for the preparation of the Consolidated Plan. <br />In 2011 the Consortium received $1,192,576 in federal HOME funds and administered those <br />dollars in every Town and City in the County. HOME Consortium funds benefitted the City of <br />Louisville in the following ways in 2011: 85 residents received short term rental assistance and <br />crisis prevention from our Housing Stabilization Program; 12 homes in Louisville received <br />weatherization and energy efficiency upgrades; $110,000 to Flatirons Habitat for Humanity for <br />administration and home construction in Louisville: 60 residents received housing counseling <br />services including foreclosure prevention, budget and credit counseling, homeownership <br />training: and federal Section 8 vouchers were provided to Louisville residents. Most importantly, <br />these funds help leverage additional federal, state and local funds for affordable housing <br />programs in Louisville and throughout the County. <br />In order for the Consortium to receive its full allocation, each local government must have <br />signed the amendment by June 27, 2012. The City was unable to get this on a City Council <br />agenda prior to the 27th, and thus asked Mayor Muckle to sign the document for ratification at <br />the July 2 Special Meeting. Mayor Muckle and staff were supportive of the agreement for the <br />following reasons: 1) Louisville residents are direct beneficiaries of these funds, 2) Louisville <br />participated and signed the agreement 3 years ago 3) no significant changes were made to the <br />IGA and 4) no expense /fiscal impact to the City. A copy of the signed agreement is attached. <br />FISCAL IMPACT: <br />None <br />RECOMMENDATION: <br />Approve and ratify the execution of the 2nd Amendment to HOME Consortium <br />Intergovernmental Agreement, on behalf of the City. <br />ATTACHMENT(S): <br />1.
