City of Louisville <br />Open Space Advisory Board <br />Meeting Minutes <br />October 17, 2005 <br />City Hall, Council Chambers <br />749 Main Street <br />7:00 PM <br />Call to Order — Chairperson Bob Muckle called the meeting to order at 7:05 pm. <br />Roll Call was taken and the following members were present: <br />Board Members Present: Bob Muckle, John Carron, Pat Hornbostel, <br />Gary Mansdorfer, David Waldman, Michael Gheleta, Cary Tengler <br />Board Members Absent: Ted Kowalski <br />Staff Members Present: Jeff Moline, Paul Wood, Tom Phare <br />Approval of Agenda — The agenda was approved by all members. <br />Approval of Meeting Minutes — Minutes from the September meeting were lost <br />in cyber- space. <br />Public Comments on Items Not on the Agenda — Doug Grinbergs expressed <br />concern over the cleaning of Goodhue ditch, especially just south of Pine St. <br />The ditch company workers left large piles of refuse along the ditch. Jeff Moline <br />will look into who is responsible for clean -up. <br />Motions Passed: Gary Mansdorfer moved that the following comments on the <br />Markel Proposal for development of the Anderson and Schempp properties be <br />passed to City Council, City Planning Staff, and the Planning Commission. The <br />Open Space Advisory Board comments are: <br />1. OSAB requests a buffer of land 150 feet wide surrounding Hecla Lake <br />(from the high -water line) be reserved as Open Space. <br />2. OSAB requests that the development include a "natural" park facility (ala <br />Lake Park) at the southeast corner of Hecla Lake. Note that this area is <br />currently shown as a park in the Markel plan. OSAB feels that minimal <br />"improvement" of this park area is most appropriate for the space. <br />3.
