OSAB is generally opposed to allowing emergency access across existing <br />Louisville Open Space for the sole purpose of facilitating the proposed <br />development. <br />5. Motion passed 6 -0 (Cary Tengler had to <br />leave before the motion was voted on). <br />Discussion Items from this Meeting <br />1. Staff Updates. Jeff Moline gives update on engineering work on Davidson <br />Mesa trails. Notes that flagged trail along far western boundary in SW <br />section of property realigned due to encroachment on County lands. Gary <br />Mansdorfer suggests a caution sign be placed at top of steep hill in NW <br />corner of property. <br />2. Board Updates. Bob Muckle notes that the city is not interested in putting <br />OSAB meetings on local channel 8 due to considerable overhead <br />requirements to do so. <br />3. Public works update. Greg from Public works provided details on <br />right -of -way requirements for Dillon road expansion plans, including <br />easement requirements on boundaries of several open space parcels <br />(Warembourg, Ardmor, Trillium). Plan is to acquire now for future (10+ <br />year horizon) development needs. <br />4. Markel Proposal for North End properties. Jeff Moline provided a review <br />of his comments on the initial plan submitted by Markel Homes. His <br />comments in their entirety are available through the City. The Markel <br />proposal is also available for review at City offices. Both Jeff Moline (City <br />of Louisville) and Michael Markel provided overviews of the proposed <br />development. OSAB members, City staff, and Markel representatives <br />discuss various aspects of proposal. OSAB is in general agreement that <br />the highest value lands in the proposed development — from an Open <br />Space perspective — are primarily those surrounding the Lake, that are <br />contiguous with existing Louisville Open Space, and secondarily those <br />that are in or near the wooded corridor formed largely by the irrigation <br />ditches. <br />Significant items of concern and comments from the OSAB are reflected in <br />the motion that is mentioned above in these minutes. In addition to the <br />items specified in the motion, other topics of discussion included: potential <br />problems with development in the northeast corner of the property due to <br />fire access requirements, possible issues with wetlands surrounding Hecla <br />Lake and the irrigation ditches, the issue of land dedications for lands that <br />cannot be developed, as well as for lands that are under Hecla Lake itself, <br />maintenance of water levels in Hecla Lake, trail connections with Lafayette <br />and the desire to have Lafayette contribute to these, problems related to <br />rights -of -way for the ditch companies and Hecla Lake water rights holders, <br />
