City Council <br /> Meeting Minutes <br /> November 5, 2012 <br /> Page 9 of 14 <br /> Kimble Hobbs, Arch11, Inc., 3100 Carbon Place #100, Boulder, CO introduced design <br /> team members EJ Mead and Owner/Representative Bill Mascarenaz. He introduced <br /> Architect Randy McGee, who made the presentation. <br /> Randy McGee, Architects, ZGF Architects, LLP, 1223 SW Washington Street, Suite <br /> 200, Portland, OR, explained Pearl Izumi is very excited about staying in Louisville. The <br /> phrase Colorado 365 is important to Pearl Izumi because each day of the year is <br /> different and their products support being outdoors 365 days a year. The company has <br /> a Japanese heritage, which supports building and testing the best products. The <br /> company provides amenities for the employees and still thinks of themselves as a small <br /> garage company. They believe the new site will be inspirational for the company. The <br /> building contains smart sustainability and design vision to meet with Colorado's climate. <br /> This company has a lot of parts, which make the products most efficient. All the <br /> employees are visually connected through the clear design for the barn/warehouse work <br /> place. The colors and textures showcase the building with lots of bridges, circulation <br /> patterns, filtered natural light and an entry, which displays light and high energy. The <br /> trail and amphitheater will provide a spectacular mountain view. <br /> COUNCIL COMMENT <br /> Council member Yarnell was impressed by the building's design. Mayor Muckle <br /> supported less parking and felt the natural landscaping is an amenity. <br /> MOTION: Council member Yarnell moved to approve Resolution No. 70, Series 2012, <br /> seconded by Council member Keany. All were in favor. <br /> RESOLUTION No. 70, SERIES 2012 — A RESOLUTION APPROVING A SPECIAL <br /> REVIEW USE TO ALLOW THE INSTITUTE OF TAOIST EDUCATION AND <br /> ACUPUNCTURE TO OPERATE A SCHOOL AT 317 SOUTH BOULDER ROAD IN AN <br /> OFFICE (0) ZONE DISTRICT <br /> Mayor Muckle requested a staff presentation. <br /> Planner Robinson explained the applicant, the Institute of Taoist Education and <br /> Acupuncture (ITEA) is requesting a special review use (SRU) to allow a school <br /> expansion in the Office (0) zone district. ITEA currently operates a school at 325 South <br /> Boulder Road. The school currently has administrative offices at the 317 South Boulder <br /> Road location, and would like to hold some classes in that building as well. <br /> This SRU application is for internal use only; there is no exterior development <br /> associated with the proposal. The applicant is not anticipating increasing the number of <br /> students attending the school, but would like more flexibility to hold some classes in 317 <br /> South Boulder Road. ITEA has been operating the school out of its current location <br /> since 2007, and was previously located at 608 Main Street. Schools are a special <br /> review use in the 0 zone district. The current use permit for ITEA only allows school <br />
