The City has not received any complaints about the school since it began operation at its current site five years ago. Staff recommended approval of Resolution No. 70, Series 2012, a Special Review Use for the Institute of Taoist Education and Acupuncture to operate a school at 317 South Boulder Road. COUNCIL COMMENTS Mayor Muckle supported the Special Review Use. Council member Jasiak stated the proposal was very well presented and she appreciated the letters from neighbors. MOTION: Council member Keany moved to approve Resolution No. 70, Series 2012, seconded by Council member Loo. All were in favor. ADOPTION OF THE 2013 BUDGET PUBLIC HEARING ON THE 2013 PROPOSED BUDGET AND 2013-2017 CAPITAL IMPROVEMENTS PLAN Mayor Muckle opened the public hearing and requested a staff presentation. City Manager Fleming explained this is the final budget. Staff is trying to create ways of making the budget easier to understand and supports and facilitates the desires of the City Council. He drew Council's attention to page 206 of the City Council packet, which presents a table outlining the major projects in the budget. Through the budget process there was a suggestion of more program information. A Study Session has been scheduled for January 15, 2013 when staff will bring back additional information on how the program areas may be expanded and add performance measures or categories Council would like to see in the budget. He requested input from the Council before the January study session. He noted the budget includes $12,250 in the Public Works Administration Department for the UC Denver Energy Assessment discussed during the October 9 and October 16 meetings. Staff requested the Council clarify whether this project should be funded or eliminated in a subsequent budget amendment. Staff recommended the City Council formally approve the 2013 budget by adopting: • Resolution No. 71, Series 2012, summarizing expenditures and revenues for each fund and adopting a budget for the City of Louisville, Colorado for the calendar year beginning the first day of January 2013 and ending the last day of December 2013 • Resolution No. 72, Series 2012, appropriating funds; and the annual appropriation resolution for the City of Louisville, Colorado for the calendar year • beginning January 1, 2013 and ending December 31, 2013
