The City has not received any complaints about the <br /> school since it began operation at its current site five years ago. Staff recommended <br /> approval of Resolution No. 70, Series 2012, a Special Review Use for the Institute of <br /> Taoist Education and Acupuncture to operate a school at 317 South Boulder Road. <br /> COUNCIL COMMENTS <br /> Mayor Muckle supported the Special Review Use. Council member Jasiak stated the <br /> proposal was very well presented and she appreciated the letters from neighbors. <br /> MOTION: Council member Keany moved to approve Resolution No. 70, Series 2012, <br /> seconded by Council member Loo. All were in favor. <br /> ADOPTION OF THE 2013 BUDGET <br /> PUBLIC HEARING ON THE 2013 PROPOSED BUDGET AND 2013-2017 CAPITAL <br /> IMPROVEMENTS PLAN <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> City Manager Fleming explained this is the final budget. Staff is trying to create ways of <br /> making the budget easier to understand and supports and facilitates the desires of the <br /> City Council. He drew Council's attention to page 206 of the City Council packet, which <br /> presents a table outlining the major projects in the budget. Through the budget process <br /> there was a suggestion of more program information. A Study Session has been <br /> scheduled for January 15, 2013 when staff will bring back additional information on how <br /> the program areas may be expanded and add performance measures or categories <br /> Council would like to see in the budget. He requested input from the Council before the <br /> January study session. <br /> He noted the budget includes $12,250 in the Public Works Administration Department <br /> for the UC Denver Energy Assessment discussed during the October 9 and October 16 <br /> meetings. Staff requested the Council clarify whether this project should be funded or <br /> eliminated in a subsequent budget amendment. Staff recommended the City Council <br /> formally approve the 2013 budget by adopting: <br /> • Resolution No. 71, Series 2012, summarizing expenditures and revenues for <br /> each fund and adopting a budget for the City of Louisville, Colorado for the <br /> calendar year beginning the first day of January 2013 and ending the last day of <br /> December 2013 <br /> • Resolution No. 72, Series 2012, appropriating funds; and the annual <br /> appropriation resolution for the City of Louisville, Colorado for the calendar year <br /> • <br /> beginning January 1, 2013 and ending December 31, 2013 <br />
