SUBJECT: <br />DATE: <br />DISCUSSION /DIRECTION - 2013 RECOMMENDED BUDGET <br />OCTOBER 9, 2012 <br />PAGE2OF5 <br />speeds in the area of St. Andrews & Dillon as well as the intersection of <br />Dillon & 88th Avenue as it is all functionally interdependent at certain times <br />of the day. No solution has been identified due to the need for the data <br />described above. The current CIP budget considers the worst case <br />scenario of a signal or roundabout type installation. It is our desire to be <br />able to identify a solution that utilizes traffic calming and reduction of lanes <br />that would be less costly and more efficient while still embracing a <br />pedestrian friendly environment. The area has been identified in the <br />Comprehensive Plan as a candidate for lane reduction based upon high <br />level average daily traffic volume to street capacity analysis. The details <br />currently being collected reflect a more detailed specific analysis related to <br />AM /PM peak hour traffic which affect the solution. This project can begin <br />design by the end of the year and could be constructed in 2013 if deemed a <br />higher priority during the budget process (assuming something else falls <br />back, of course). <br />5) Discuss property tax revenue assumptions — how did the City determine the <br />potential increases for 13 and 14? The 1.3% increase in 2013 property tax <br />revenue comes from the preliminary 2012 assessed valuation that we have <br />received from the Boulder County Assessor. The final assessed valuation <br />numbers, which we typically receive at the end of November, should be <br />fairly close to this. The 3.4% average annual increase for 2014 through <br />2017 is a Finance estimate based on the expectation that significant <br />valuation from Steel Ranch and North End will hit the rolls and offset any <br />negative adjustments during the re- appraisal years (2014 and 2016). <br />6) Open Space zoning, where are we on this project, is the $10,000 in 2 years <br />enough to complete? What are we required to do legally? Zoning open space <br />requires title research through Boulder County records, plat review, PUD <br />review, etc. to make sure that every document is accurate and that records <br />associated with the sale /transfer of the property, intent of dedication, etc. <br />are consistent. Much of our open space is composed of a number of <br />parcels. This is a time consuming process and it is not anticipated that <br />open space zoning will be completed in two years unless considerable time <br />and additional monetary resources are identified for this task. Currently <br />zoned are Hillside, Davidson -Mesa and Damyanovich. Staff is currently <br />working on zoning Coyote Run utilizing contracted resources. Staff will <br />have a better idea in the next few weeks regarding the time and cost <br />necessary to complete all open space zoning. While recognizing a desire <br />to move more quickly in this effort, staff certainly believes the City is in <br />compliance with charter /legal requirements regarding open space zoning. <br />7) Steel Ranch South Trailhead, detail funding, sources and in CIP or Conservation <br />Trust Fund? This item is funded in the Conservation Trust Fund in 2013 for <br />$150,000. <br />8) Sports Complex Concession Stand Funding, why remove from budget? This <br />item was removed in order to balance the budget and so as to maintain a <br />minimum balance within the Conservation Trust- Lottery Fund.
