Louisville City Council Meeting <br />August 7, 2001 <br />Page 5 <br /> <br />MOTION: Mayer moved that Council approve Resolution No. 38, Series 2001, <br />seconded by Levihn. Roll call vote was taken. The motion passed by a vote of 5-0. <br />and Brown excused. <br /> <br />Sisk <br /> <br />RESOLUTION NO. 39, SERIES 2001 - SPECIAL REVIEW USE, RELOCATION <br />OF HOUSE AT 1101 LAFARGE TO THE LOUISVILLE HISTORICAL <br />MUSEUM, 1001 MAIN STREET <br /> <br />Davidson called for Staff presentation. <br /> <br />Principal Planner Ken Johnstone reported that the City, in conjunction with the Louisville <br />Historical Commission, has applied for SRU approval that would authorize the relocation <br />of additional historical structures to the property located at 1001 Main Street. He noted <br />that it also includes modifications to the parking lot to accommodate the structures. The <br />property was zoned RM, Residential Medium Density, which allows a mix of single and <br />multi-family residential uses. Johnstone explained that various public and institutional <br />uses are allowed if authorized through a Special Review Use (SRU) approval process. <br /> <br />Johnstone stated that the property owner at 1101 LaFarge, would like to donate the <br />existing structures on the property to the City, in order to construct a new home on the <br />property. He noted that the home is typical of what was built at the turn of the century. <br />Johnstone reviewed the site plan, which is subject to the yard and bulk requirements of <br />the Old Town Overlay. The new building will be oriented toward South Street, with a <br />minimum 15-foot setback, a rear setback to the alley of 25-feet, and a 10-foot separation <br />between the primary structure. Lot coverage and FAR requirements from the Old Town <br />Overlay are under the maximum allowed. <br /> <br />Johnstone stated that to make room for the structures on the Historical Museum property, <br />it is proposed to use a portion of the existing parking lot, which is a 20-space parking lot <br />accessed from the alley to the north. The redesign proposes nine spaces accessed directly <br />off the alley. He emphasized that the property is not subject to the Downtown Design <br />Handbook, but has been included in previous inventories of available public parking <br />spaces in the downtown commercial district. Based on information provided by the <br />Historical Commission, indicating no increase in visitors anticipated with the additional <br />structures, Staff believes that the nine spaces will be adequate for the slightly expanded <br />museum facilities. <br /> <br />Johnstone stated that Staff and the Planning Commission have found that the proposal <br />complies with the list of five criteria of the Special Review Use. The Planning <br />Commission recommended approval of the application by a vote of 4-3, at their July 10, <br />2001 meeting with six recommended conditions, one of which was that the eleven lost <br />parking spaces should be replaced elsewhere in the Downtown area.
