Louisville City Council Meeting
August 7, 2001
Page 7

Davidson suggested that when the Police Department moves out of City Hall, eleven
parking spaces be made available for public use.

Levihn asked if there was any discussion about City employees using those spaces.

Simmons stated that the City employees use the Pine Street and the Front Street Parking
lots. He noted that the current police parking lot is to be reconfigured to create better
public access, and to comply with the Downtown Guidelines.

Howard stated that the City holds the merchants to one standard, and the City to another.
He asked that the City dedicate eleven spaces from the police parking for public parking.

Davidson stated that when the parking spaces vacated by the Police Department are
available, individuals currently parking off Main Street would use them. Davidson asked
City Administrator Simmons where the additional funds for relocating the house would
come from.

Simmons recommended that any additional money for the home's relocation be
appropriated from the Capital Projects Funds. He stated that a number of projects have
been identified that will not be constructed in this calendar year.

Keany asked Simmons if the City is paying all the cost for the relocation of the house.
Simmons confirmed that the City would pay the entire cost of relocating the house.

Keany stated that if the property owner plans to construct a new home on the site, they
would be subject to paying the cost for demolition of the property. He suggested that the
City investigate if the homeowner is capable of assisting with the relocation costs.

Levihn asked about the soundness of the structure's roof. Simmons stated that the
Building Department would inspect the home to determine structural soundness.

Mayer stated that if any Capital Project Funds were to be deferred to 2002, it would be
useful to know which programs are earmarked, so that Council could establish priority.

Simmons stated that the new Police Station, the City Hall and City Shops renovations,
would not be constructed this year, therefore some major capital programs could be
deferred to next year.

MOTION: Mayer moved that Council approve Resolution No. 39, Series 2001,
seconded by Keany.

Keany offered a friendly amendment to alter the third condition to read, "the City will
replace the eleven public spaces, eliminated by this proposal, when the Police
Department relocates to the new Station on Via Appia."

7
