Louisville City Council Meeting
September 4, 2001
Page 16

CITY ATTORNEY REPORT

None.

CITY ADMINISTRATOR REPORT

City Administrator Simmons reported on the 15-acre property located at McCaslin and
Via Appia. He stated that the City has received responses on proposals for both
architectural and site plan services for the property. He noted that the Facility Committee
would meet to discuss the process. He noted that there were six architectural proposals
and four site plan proposals. He stated that the goal is to have an approved site plan by
the end of this year. He stressed that this is for the entire parcel, which includes the
Public Safety Building, athletic fields, soccer fields, in-line skating rink, and the
possibility of a skateboard park, which would tie into the Recreation Center.

Simmons reported on the work session scheduled for Tuesday, September 11, which will
be a discussion of the 2002 budget. He noted that the focus of the discussion would be
salary and benefits. He stated that the City has made a change to the health insurance
carrier and that the entire benefits package will only increase by 2.6% for 2002. He
stated that the City is switching to CIGNA, which provides a large network. He stated
that he would look to Council for direction on salary benefits. He noted that the
estimate for the 2001 general fund revenue is 11,709 million dollars. The estimate for
revenues for 2002 general fund 11,701 million dollars, an 8 thousand dollar decrease.

Mayer suggested that since salaries and benefits are 60-70 percent of the total budget, a
decision on the salaries and benefits package be made first.

Simmons stated that there would be various ranges and scenarios. He noted that there
would be ranges that address the no-growth amendment.

Mayer suggested that a decision be made first on salaries and benefits.

Simmons pointed that this is a much different budget year because of the projected
revenue shortfall.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Mayer reminded Council that the grand opening of the Recycling Center would be
Sunday, September 9, 2001. He invited everyone to attend and stated that the first
attendees will receive recycle shopping bags.

16
