Louisville City Council Meeting
October 21, 2003

City Manager Bill Simmons asked Assistant City Manager for Governmental Affairs
Heather Balser to report on the US 36 project.

Balser reported the City's Web Page has information of US 36 project and a link to the
project's Web Site. She stated two meetings have been scheduled in November. Those
dates are Wednesday, the 12th and Thursdays the 13th. The City's Web Page also has
information about those meetings.

Simmons updated Council on the following:

The 96th Street/Highway 42 Street Connection condemnation action has been filed
and the property owner has been served. The property should be in the City's
possession within thirty days.

· Staff would have a recommendation on the bid award for the 96th Street/Highway
42 Connection at the November 4, 2003 Council meeting.

· With respect to the Comprehensive Plan, Staff is compiling all the comp plans,
open space purchases and IGAs as requested for Council review.

Agenda items for the October 28 Study Session: Development reviews and
subdivision agreement relative to the City's option for vested rights. Staff will
request Council direction on the Impact Fee and Community Investment Fee.

· Agenda item for the November 12th (Wednesday) study session: The 2004 budget.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Sisk reported on the signing of the Boulder County Super IGA at a ceremony held in
Boulder. He noted all the Mayors, countywide, signed the Super IGA. He stated the
Boulder County Commissioners recognized Mayor Davidson for his involvement in the
IGAs. He thanked Mayor Davidson for his many contributions to the City.

Sisk asked Land Management Director Cindy Lair to report on the Open Space Advisory
Board Meeting.

Lairs reported, at the October 20, 2003 regular meeting of the Open Space Advisory
Board, 35 members of the public were in attendance to address the purposed changes in
the Louisville Open Space Management Plan. She explained an ecological consultant
had assessed the trails along Davidson Mesa and determined them to be the last prairie
eco-system in Louisville. The Louisville Open Space Advisory Board feels very strongly
about protecting the remaining prairie grasses. She noted a lot of the trails are redundant
and some are too steep. The Board is recommending a loop trail and closing some of the
existing trails. She explained the public concern centered on what trails would be closed
and on the trail surfaces.

5
