Louisville City Council Meeting <br />December 18, 2001 <br />Page 3 <br /> <br />Davidson called for Staff presentation. <br /> <br />Finance Director Dianne Ray explained that the Cemetery, Conservation Trust-Land <br />Acquisition, Coal Creek Golf Course, and Technology Management Funds are projected <br />to exceed the appropriations for 2001. She reviewed a table, which outlined the additional <br />funds needed: Cemetery - $2,000, Conservation Trust-Land Acquisition $5,000,000, <br />Coal Creek Golf Course $300,000, and Technology Management $19,000. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Resolution No.-63, 2001. Hearing none, Davidson closed the public <br />hearing. <br /> <br />MOTION: Sisk moved that Council approve Resolution No. 63, Series 2001, seconded <br />by Keany. Roll call vote was taken. The motion passed by a vote of 4-0. Mayer and <br />Howard excused. Levihn absent. <br /> <br />RESOLUTION NO. 64, SERIES 2001 - A SPECIAL REVIEW USE AND FINAL <br />PUD - CHRIST THE SERVANT LUTHERAN CHURCH, 506 VIA APPIA WAY <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed the request to amend an existing Special Review <br />Use for Christ the Servant Lutheran Church and Final PUD, with one code exception. <br />The requested exception is the provision to screen parking areas adjacent to residential <br />area with a privacy fence. He stated that a Special Use Review was approved in February <br />of 1988. The approval was for two-phases; Phase one has been constructed with <br />approximately 7,000 SF and consists of a worship and fellowship hall. He noted that the <br />church is proceeding with an expansion plan for classrooms, storage and office space. <br />Phase one of the proposal would add approximately 7,400 SF to the existing structure. <br />Currently there are 66 on-site parking spaces. The proposal will add 31 parking spaces. <br />Phase two is anticipated to add 7,500 SF for the fellowship hall and classroom expansion, <br />and is proposed for completion in 2012. <br /> <br />Wood emphasized that Staff has not received any complaints from adjoining property <br />owners during the public hearing process. Wood stated that the Planning Commission <br />reviewed this proposal on December 11, 2001, and recommended approval for the project <br />by a vote of 6-0, with the one condition that the HVAC/Electrical units along Via Appia <br />Way be fully screened from public view. Wood stated that it was Staff's <br />recommendation that it would be more appropriate to screen the parking through <br />landscaping and berming, rather than a solid cedar fence. Planning Commission has <br />supported that recommendation. <br /> <br />Davidson called for Applicant presentation. <br /> <br /> <br />
