City Council <br /> Meeting Minutes <br /> March 19, 2013 <br /> Page 3 of 10 <br /> City Manager Fleming explained staff is requesting Council direction on capital projects <br /> and operational budgets in order to start the 2014 budget process and reflect the City <br /> Council's highest priorities. Staff solicited budget and policy proposals from Council, <br /> City Departments and Advisory Boards and Commissions. Staff requested Council <br /> direction on the process to rank the proposals to determine which proposals have <br /> sufficient support and which require additional information or are not worth pursuing. <br /> COUNCIL COMMENT <br /> Mayor Muckle addressed a color coded category of goals. He took nothing out, but <br /> noted many of the goals have already started or will start this year. He suggested the <br /> staff sort through the goal categories and prepare a smaller consolidated list. <br /> Mayor Pro Tem Dalton recommended the staff take out items, which will be completed <br /> this year or will be done during the course of business. He suggested Council discuss <br /> goals at a Council Study Session and have staff present capital projects for review. He <br /> supported Council member Loo's suggestion of ranking priorities by category. <br /> Council member Loo addressed a matrix of goals used by the City of Fort Collins. The <br /> matrix listed goals by the following categories: 1) Basic or Core Services, 2) <br /> Maintenance of Effort Services and 3) Quality of Life. She asked staff to look at the <br /> goals in relationship to those categories. She explained this is considered a variation of <br /> a priority based budget. <br /> Council member Jasiak was not able to respond to staffs earlier request to rank goals <br /> for the 2014 budget, but felt Council members would like to represent their goals. <br /> Mayor Muckle was comfortable having staff prioritize the goals per category. There was <br /> Council consensus. <br /> DISCUSSION/DIRECTION — REGULATION OF RECREATIONAL MARIJUANA <br /> Mayor Muckle requested a staff presentation. <br /> City Manager Fleming explained there are options for regulating recreational marijuana, <br /> which was approved by Colorado voters in the November 2012 election. The options <br /> range from banning recreational marijuana establishments outright to passing <br /> moratoriums of various actions in order to clarify possible legislation. He requested City <br /> Attorney Light address the legal aspects of Amendment 64 and Deputy City Manager <br /> Balser to report on a meeting she attended today at the Colorado Municipal League. <br /> City Attorney Light explained Amendment 64 legalizes the possession and use of less <br /> than one ounce of marijuana and related accessories for individuals 21 years of age or <br /> older. He outlined the following options available to the City Council: <br />
