The Comprehensive Plan allows a much more diverse economy while <br /> preserving the community character and fiscal stability. <br /> Mr. Russ outlined the history of growth and development in Louisville from Old Town to <br /> South Boulder Road and McCaslin Boulevard. He noted the added rooftops brought in <br /> commercial business, new housing attracted office development. The high point was in <br /> the 1990's, but congestion and commercial retail competition brought the City to a <br /> crossroads. The Comprehensive Plan sets the framework for which the small area <br /> plans can implement and set specific recommendations for neighborhood plans. <br /> PUBLIC COMMENT <br /> Sid Vinall, 544 Leader Circle, Louisville, CO, Citizen's Action Council, presented 120 <br /> postcards from Louisville citizens, who have serious concerns over the City's direction <br /> of the Comprehensive Plan Update. Their concern centered on the proposal for new <br /> multifamily units, which would put a strain on City services and add more cars to City <br /> streets and thoroughfares and result in a reduced water supply. He stated the <br /> Comprehensive Plan Update core values do not support the citizens. He did not <br /> support the Comprehensive Plan Update. <br /> Paula Palmer, 1603 Cottonwood Drive, Louisville, CO felt there is a disconnect between <br /> the Comprehensive Plan Update and the desires of the citizens. She expressed <br /> concern over the density of developments and the impact to the existing neighborhoods. <br /> She addressed the four-acre Baptist Church parcel, which many residents would like to <br /> see purchased as open space. She thanked the Ward I Council members for listening to <br /> the neighbors concerns at the Ward Meeting held last month. <br /> Terry Nelson, 2252 Crown Circle, Louisville, CO concurred with the comments of the <br /> previous speakers and requested the Council take their time on approving the <br /> Comprehensive Plan Update. <br /> Jean Morgan, 1131 Spruce Street, Louisville, CO requested more information on how <br /> their properties would be impacted. She addressed the South Boulder Road corridor <br /> and the projected increase in traffic. She felt the City should measure the impact on the <br /> neighbors from the high density housing at Steel Ranch and North End. <br /> Ashley Stolzman, 375 Taft Court, Louisville, CO had questions relative to fiscal analysis <br /> and the 20-year forecast and how the framework allows it. <br /> Rich Channel, 1611 Circle Drive, Louisville, CO stated the City Council starts a project, <br /> but does not finish it before starting another project. He addressed the issue of water <br /> forced conservation for Louisville and proposed multifamily projects. <br />
