City Council
Meeting Minutes
April 2,2013
Joel Hayes, 187 Harper Street, Louisville, CO opposed the Urban Corridor designation
and the value of increased density. He stated it would limit City services and increase
traffic on the City's streets. He liked the small town character of Louisville.
Alicia Miers, 230 S. Cliffrose Lane, Louisville, CO opposed the added traffic that comes
with more development.
John Leary, 1116 LaFarge Avenue, Louisville, CO disputed the fiscal analysis. He
stated the proposed Comprehensive Plan allows redevelopment of mixed use and he
did not believe this was the resident's vision of what the redevelopment of the Safeway
property should be.
Council member Loo stated Mr. Leary submitted a list of concerns relative to the fiscal
analysis. She asked if the consultant could address Mr. Leary's questions and
concerns. Mr. Bise stated he would review Mr. Leary's list of concerns and set up a
conference call with Mr. Leary, staff and himself.
Peter Stewart, 1132 Jefferson Avenue, Louisville, CO congratulated staff for their work
on the Comprehensive Plan Update documents. He felt there is merit in providing a
visual image for the public to see.
Susan Honstein, 727 Pine Street, Louisville, CO emphasized it is the arts and cultural
components, which gives Louisville the small town character and makes it special. She
urged Council consider the arts and cultural amenities in the Comprehensive Plan.
Planning Director Troy explained the Comprehensive Plan is a partner plan to the
Parks, Recreation, Open Space and Trails Master Plan. Any mention of the arts would
be endorsed and adopted within the Comprehensive Plan. The implementation
section of the Plan calls for the need of a Citywide Arts Master Plan.
Dan Mellish, 590 W. Willow Court, Louisville, CO thanked staff for incorporating
language around consideration of a new building on the Louisville Museum Campus.
He looked forward to working with the Council on the project.
COUNCIL COMMENTS
Mayor Pro Tern Dalton suggested the discussion on the Comprehensive Plan be
continued.
Mayor Muckle suggested the Comprehensive Plan Update be reviewed by Council,
section by section at the next meeting. He suggested if Council had questions relative to
the fiscal analysis, they should proceed to ask Mr. Bise while he is available to respond.
Council member Keany asked for an explanation of why there is a difference in the
square footage in the Comprehensive Plan and the square footage discussed in the
