City Council <br /> Meeting Minutes <br /> April 2,2013 <br /> Page 4 of 21 <br /> Mike Frontczak, 643 Fairfield Lane, Louisville, CO inquired about exceptions for the <br /> installation of new lawns. Public Works Director Kowar stated new sod is prohibited <br /> May 1, 2013 through August 31, 2013. <br /> Mike Frontczak inquired whether the tiered water surcharge will be based on past <br /> usage. Public Works Director Kowar stated the existing tiers will be modified. <br /> Mike Frontczak asked if the public would be allowed to water up to four times on their <br /> prescribed day. Public Works Director Kowar stated they would be allowed to water <br /> frequently during their prescribed time as long as it did not exceed the overall limit. <br /> Mike Frontczak asked when the watering restrictions will go into effect. Public Works <br /> Director Kowar stated the watering restrictions go into effect today, April 2, 2013 (actual <br /> effective date is May 1, 2013, consistent with earlier comments above). <br /> Debby Fahey, 1118 W. Enclave Circle, Louisville, Co stated a surcharge will not <br /> encourage people to use less water and suggested raising the dollar amounts per tier. <br /> Council member Jasiak asked about the fine process. Public Works Director Kowar <br /> explained there will be a four-stage process. The first violation would receive a written <br /> warning; a second violation would be fined $250, and third violation fine would be $500 <br /> and a fourth violation would be fined $1,000. <br /> Council member Keany asked about hand watering and the hours allowed. Public <br /> Works Director Kowar stated hand watering is permitted for trees, shrubs and flower <br /> and vegetable gardens anytime outside your regular watering days except Monday and <br /> between 10:00 a.m. and 6:00 p.m. Car washing can be done by the bucket and a <br /> shutoff nozzle. <br /> City Manager Fleming stated in order to meet the 20% reduction the Parks Department <br /> is delaying sprinkling City parks until May 1 and will shut down systems early. They will <br /> also cut down on the amount of water on medians. He noted the Coal Creek Golf <br /> Course, the Sports Complex, Community Park and Miner's Field all use recycled water. <br /> The City will install appropriate signage in the parks relative to recycled water and <br /> provide water conservation information to the public. <br /> Council member Loo inquired about the water feature in Community Park. City <br /> Manager Fleming stated the water feature at Community Park will not be turned off and <br /> noted community attractions will continue. <br /> Mayor Muckle stated hand watering of trees, shrubs and gardens and drip irrigation is <br /> allowed any day but Monday, between 6:00 p.m. and 10:00 a.m. He stated this is a <br /> conservative approach to water management.
