He noted in the event there is a long <br /> cool, wet spring and summer the Council may revisit the watering restrictions. <br /> MOTION: Mayor Pro Tem Dalton moved to authorize the Mayor to approve the <br /> Executive Order to implement watering restrictions effective April 2, 2013 to April 30, <br /> 2014, seconded by Council member Keany. All were in favor. <br /> RESOLUTION No. 15, SERIES 2013 —A RESOLUTION DESIGNATING THE PORTA <br /> HOUSE LOCATED AT 925 LAFARGE AVENUE A HISTORIC LANDMARK— Public <br /> Hearing (advertised Daily Camera 3/3/13) <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Planner I Robinson explained the applicant/owner Mark Brunner has requested an <br /> historic residential designation for his home at 925 Lafarge Avenue. The structure was <br /> built around 1897 and is part of Jefferson Place, which was platted in 1880. Records <br /> indicate the house was built prior to 1897 and moved to this site in 1897. <br /> Porta Family, Owners 1896-2012: Antonio and Libra Porta lived across the street from <br /> 925 LaFarge Avenue and purchased the home for their son Henry Porta Sr and his wife, <br /> Edith Zarini. The couple had ten children. Their son, Albert, inherited the house in <br /> 1942, and lived there until his death in 2002. Albert married Helen Bean, and they had <br /> no children. Albert was a coal miner, working at the Centennial, Hi-Way, and Eagle <br /> mines until 1953, after which he worked as a plumber at Rocky Flats. <br /> The home has maintained its integrity and 1948 form, although it has undergone several <br /> expansions. The roof form is a cross gable with a shed over the front porch. The front <br /> window opening has maintained its shape, though the window is not original. A door on <br /> the south side is now a window and the chimney is gone. The front porch is still <br /> present, though the column has been changed. The brick planter in front is a newer <br /> addition. The siding of the front area is wood though it is not original. The roof material <br /> is non-original asphalt shingle. Overall, the form and some window openings have been <br /> maintained, giving it fairly strong integrity, despite the loss of some historic materials. <br /> Staff has found the application complies with the following criteria: Architectural <br /> Significance and Social Significance. The Historic Preservation Commission <br /> unanimously voted to recommend a landmark designation of the Porta home, located at <br /> 925 LaFarge Avenue. <br /> APPLICANT PRESENTATION <br /> Mark Brunner, 925 LaFarge Avenue, Louisville, CO thanked Council for their <br /> consideration.
