Roll call vote was taken. The motion carried by a <br /> vote of 7-0. <br /> DISCUSSION/DIRECTION/ACTION — RECOMMENDATION REGARDING REQUEST <br /> FOR PROPOSALS FOR HISTORIC GRAIN ELEVATOR <br /> Mayor Muckle requested a staff presentation. <br /> Economic Development Director DeJong provided a brief history of the Historic Grain <br /> elevator. In January 2012 the owners of the Grain Elevator applied for a demolition <br /> permit. In April 2012, in an effort to save the Grain Elevator, the City issued a request <br /> for proposals to form a private/public partnership with the City contributing funding to <br /> help purchase the property, landmark the Grain Elevator, restore the building and <br /> redevelop the property. <br /> In August of 2012, the Council approved a rehabilitation grant program agreement with <br /> Amterre and also approved Ordinance 1618, providing funding from the Historic <br /> Preservation Fund for the grant program agreement. Shortly thereafter, a referendum <br /> petition on Ordinance 1618 was filed. As a result of the uncertainty created by the <br /> referendum, Amterre advised the City it wanted to assign the purchase contract for the <br /> Grain Elevator property to the City as permitted by the grant program agreement. <br /> On August 21, 2012 the City Council approved Resolution 57, Series 2012 to accept <br /> transfer of Amterre's purchase contract. Council also approved Ordinance 1622 to <br /> provide the funding for acquisition, stabilization, rehabilitation, and redevelopment of the <br /> property. The City purchased the property in November 2012. <br /> A second RFP was issued to seek a development partner for the property. Staff <br /> reviewed the proposals received in response to the City's RPF for a partner to <br /> redevelop the Historic Grain Elevator. The RFP included language about types of <br /> incentives available for the redevelopment. Staff hoped identifying such incentives <br /> would encourage new proposals because it provided more certainty than the previous <br /> RFP and showed the City's commitment to complete the project. The City received two <br /> proposals; one from Hartronft Associates of Louisville and one from Olde Town Group, <br /> LLC of Arvada. <br /> The Hartronft Associates proposal offered development services to guide the City to: <br /> 1)Analyze alternative solutions and financial models; 2) Stabilize the Grain Elevator <br />
