Olde Town Group sees the importance of tying the property to the rest of <br /> downtown through redevelopment and the redevelopment needs to respect the <br /> Grain Elevator, not detract from it. <br /> 6. Known concerns from the Historic Preservation Commission can be addressed in <br /> a development agreement. <br /> If City Council approves staffs recommendation to move forward with the Olde Town <br /> Group proposal, the next step will be to negotiate a development agreement. Staff will <br /> seek input from the HPC regarding their concerns and address them in a development <br /> agreement for Council consideration. <br /> If the City Council agrees with the Historic Preservation Commission's recommendation <br /> to commence emergency stabilization and cleaning of the Grain Elevator, staff requests <br /> direction to begin preparing bid documents to engage an architect for design of <br /> stabilization work, and bid documents for the proper cleaning of the Grain Elevator. <br /> Erik Hartronft, 950 Lincoln Avenue, Louisville, CO Hartronft Associates stated he <br /> responded to the first RFP, but on the second RFP he submitted an alternative <br /> proposal, which provided a structure to look at the project in stages. He noted he was <br /> surprised by the staff recommendation. He stated his proposal looks at the alternative <br /> environments for the property. He noted he did not respond exactly to the RFP, but felt <br /> he presented a better financial model. <br /> Steven Howards, Olde Town Group, LLC stated their proposal followed the RFP <br /> exactly. Their proposal is to preserve the grain elevator. He stated they have a lot of <br /> experience in adaptive reuse of historic buildings. He noted the core of their proposal is <br /> to make the grain elevator attractive to office and commercial businesses. He stated <br /> they have extensive historic preservation experience. His wife, Deborah Andrews has <br /> been a licensed architect for thirty years and is a member of the Jefferson County <br /> Historic Commission. <br /> • <br /> Peter Stewart, 1132 Jefferson Avenue, Louisville, CO, Chairperson of the Historic <br /> Preservation Commission (HPC) stated when they look at any grant proposal or use of <br /> the Preservation Fund they use certain criteria; 1) is it helping with historic resources in <br /> Louisville and 2) is the preservation a wise and responsible use of the funds. The HPC <br /> strongly supports the acquisition of the grain elevator and the stability and cleanup. The <br /> HPC reviewed and discussed both proposals and felt The Olde Town Group, LLC was <br /> relying too heavily on the historic preservation fund. They felt the development cost <br /> should be borne by the developer and transferring ownership of the property without <br /> compensation was unacceptable. They support the stabilization and cleanup of the <br /> building to allow potential investors to view the property. They recommended <br /> development agreements be undertaken after stabilization was completed. <br />
