City Council <br /> Meeting Minutes <br /> April 2,2013 <br /> Page 9 of 21 <br /> COUNCIL COMMENTS <br /> Council member Loo inquired whether the entire Historic Preservation Commission was <br /> present at the meeting for the vote. Mr. Stewart stated the vote was 4- 1. <br /> Council member Loo stated her understanding there was a prior vote, which was <br /> relatively close. Mr. Stewart confirmed there was a prior relatively close vote. He <br /> explained the vote recommended the staff try to resolve all of HPC's concerns in a <br /> development agreement. Those who were opposed felt it was too open ended and best <br /> accomplished at another time. <br /> Council member Loo stated the vote did not concern recommending The Olde Town <br /> Group proposal and the vote was 3-2. . She asked if there was any discussion about <br /> waiting for a full Commission to vote. Mr. Stewart stated they felt there was some <br /> urgency in making a recommendation to the City Council. <br /> PUBLIC COMMENT <br /> Ashley Stolzmann, 370 S. Taft Court, Louisville, CO complimented Economic <br /> Development Director DeJong on his presentation, which provided multiple options. <br /> She felt the first step is to resolve property boundary issues, cleanup and stabilize the <br /> property and apply for state grants. Then, if a public need is not identified the property <br /> should go back on the market. The Grain Elevator would be protected by the Historic <br /> Preservation Commission and the Planning Commission process to allow development <br /> of the site. She asked if The Olde Town Group commits to Phase I, during Phase II, <br /> would they apply for funds through the Urban Renewal Authority. <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO, speaking as a member <br /> of the Louisville Revitalization Commission, stated the LRC has no grant funds. <br /> John Leary, 1116 LaFarge Avenue, Louisville, CO thanked Economic Development <br /> Director DeJong for looking at the different options for the property. He did not support <br /> parking on this site, but felt it was important to look at all options. He noted holding and <br /> stabilizing the property does not eliminate any future use. He stated there is a lot of <br /> uncertainty as to the cost of rehabilitation of the building. He felt a decision point is <br /> needed and could be worked into either contract. He suggested Council delay any <br /> action for forty-five to sixty days and have further discussion at study sessions. <br /> Aquiles La Grave, 397 Peerless, Louisville, CO, Historic Preservation Commission Co- <br /> Chair, commended Economic Development Director DeJong for his work and quality <br /> analysis. He stated the Preservation Commission struggled with transferring ownership <br /> of the property without compensation and were concerned with the cost of the <br /> preservation and the value of restoring the property. He read a letter from Brian Long, <br /> who recommended moving forward with basic, cosmetic exterior rehab and a functional <br />
