City Council <br />Meeting Minutes <br />May 7, 2013 <br />Page 4 of 16 <br />best practices and associated guidelines to be effective May 7, 2013 to April 30, 2014 <br />unless otherwise rescinded or extended by additional Executive Order. <br />COUNCIL COMMENT <br />Mayor Pro Tem Dalton supported rescinding mandatory watering restrictions. <br />Mayor Muckle stated in April the record setting snowfalls in the mountains and the <br />moisture in the Metro area helped relieve drought conditions. He noted the City's <br />reservoirs are full in May, but staff will continue to monitor what the Denver Water Board <br />is doing in terms of watering restrictions. <br />MOTION: Mayor Muckle moved to approve Executive Order #2, 2013 to rescind <br />mandatory watering restrictions, seconded by Council member Loo. All were in favor. <br />RESOLUTION No. 18, SERIES 2013 — A RESOLUTION APPROVING THE <br />2013 UPDATE OF THE 2009 CITYWIDE COMPREHENSIVE PLAN — Public Hearing <br />(continued from 4/16/13) <br />Mayor Muckle reopened the public hearing and requested a staff presentation. <br />Planning Director Russ explained that based on Council questions and comments and <br />from comments made by the public during the April 16, 2013 City Council meeting, staff <br />made the following modifications to the Comprehensive Plan. <br />• Updated the economic model with present day residential projections based on <br />the 2010 census and the certificates of occupancy issued in 2011 and 2012. <br />o Added the 331 multi - family units from Alfalfas redevelopment and Steel <br />Ranch South project to the 20 year market projection. <br />o Revenue amounts, expenditure amounts, were updated to match the 2013 <br />budget. <br />o Average Sales per square foot raised from $165 to $205. <br />o Increased Market Value of each category by 10% <br />• Slight modification to show the corridors and intersections should not negatively <br />impact response time for emergency vehicles. <br />• Inserted a paragraph in the proposed Arts and Cultural section to reflect the <br />Cultural Council's mission statement on zoology and botany to coordinate with <br />the Horticulture and Forestry Advisory Board. <br />Staff recommended the City Council adopt Resolution 18, Series 2013 — A Resolution <br />Approving the 2013 Update of the 2009 Citywide Comprehensive Plan. <br />COUNCIL COMMENTS <br />Mayor Muckle encouraged the public to comment on the current draft.
