City Council <br />Meeting Minutes <br />May 7, 2013 <br />Page 3 of 16 <br />May 19 through 21, Mayor Muckle, City Manager Fleming and Economic Development <br />Director DeJong will attend the ICSC Retail Conference in Las Vegas, Nevada. They <br />will meet with various retailers to maintain positive relationships with the large retailers <br />located in Louisville. They will also try to recruit some new businesses, which might be a <br />good fit for Louisville. They will meet with the national representatives from Lowe's, <br />Home Depot, King Soopers, Walgreens and Wal -Mart. They propose to discuss with <br />Wal -Mart the asking price of the vacant Sam's Club and the restrictions put upon the <br />uses of the building, which prohibits the redevelopment of the property and generating <br />economic benefits for the City. <br />REGULAR BUSINESS <br />PROCLAMATION — OLDER AMERICANS MONTH <br />Mayor Muckle read the Proclamation, which proclaimed the month of May as Older <br />Americans Month in the City of Louisville. "Unleash the Power of Age" is the theme for <br />Older Americans Month for 2013. He presented the proclamation to. Senior Services <br />Supervisor Katie Beasley and the following members of the Senior Advisory Board: <br />Carol Purfurst, Jim Purfurst, and Betty Heinrich. <br />Senior Services Supervisor Beasley explained the City of Louisville will host its annual <br />luncheon on Wednesday, May 15, from 12:00 -1:00 p.m. in honor of Older Americans <br />Month. She introduced Carol Purfurst, President of the Senior Advisory Board, who <br />thanked the City Council for their support of the various programs including the daily <br />meal program. <br />CONSIDERATION OF EXECUTIVE ORDER #2, 2013 - RESCINDING MANDATORY <br />WATERING RESTRICTIONS AND REQUESTING VOLUNTARY WATERING BEST <br />PRACTICES UPON USERS OF THE CITY OF LOUISVILLE WATER SYSTEM <br />Mayor Muckle requested a staff presentation. <br />Public Works Director Kowar explained in Tight of record setting moisture throughout the <br />month of April, staff recommended a reduction from a Stage 2 drought designation to a <br />Stage 1 drought designation. The City would ask water customers to voluntarily follow <br />water conservation best practices including a two day -a -week watering schedule, at <br />least until long term drought conditions subside. Code enforcement staff will provide <br />verbal warnings to customers observed wasting water and fines of up to $1,000 will be <br />imposed if there are continuing violations. Staff will continue public outreach; drought <br />management requires regular communication, monitoring, and adjustment as <br />environmental conditions warrant. <br />Staff recommended Council approve Executive Order #2, 2013 rescinding watering <br />restrictions (except mid -day watering and waste of water), requesting voluntary watering <br />
