Louisville Special City Council Meeting <br />February 19, 2002 <br />Page 3 <br /> <br />Sisk reported that he attended the County Commissioner's public hearing on roads and <br />the sales tax extension. He asked the Commissioners to consider expanding Dillon Road <br />in the year 2003. He explained that it is currently on the County road schedule for 2004. <br />He stated that the County Commissioners are willing to move the expansion forward to <br />2003, if it falls within the City's schedule and priorities. <br /> <br />Simmons addressed two items approved on the consent agenda, the needs assessment of <br />the Library and Recreation Center/Senior Center. He noted that the study will be <br />completed in May and will look at the needs to upgrade of the two facilities. The study <br />will help to determine what action should be taken and whether there is a potential for a <br />bond issue in November. He stressed that they are important project that require public <br />input. <br /> <br />Davidson reported on an article in the daily newspaper, which was not true and gave the <br />wrong impression. The article reported that two restaurants in downtown Louisville had <br />closed and another had relocated. He explained that one restaurant had its liquor license <br />suspended and is now in dispute with the landlord and remains closed. He stressed that <br />no other restaurants in the downtown area have closed. He asked that the reporter check <br />his sources before writing a story. <br /> <br />REGULAR BUSINESS <br /> <br />DISCUSSION ON PUD EXTENSION <br /> <br />Davidson stated that he asked that this item be put on the agenda. He explained that a <br />businessperson, who has a PUD about to expire, contacted him. He stated that the <br />individual had waited to move forward on their project until the parking question was <br />resolved. He asked City Manager Bill Simmons to brief Council on the possible options. <br /> <br />Simmons stated that the parking ordinance, which went into effect in November of 1998, <br />placed timing limitation on Final PUD's for both commercial and industrial properties. <br />One stipulation of the ordinance was that PUD's approved after November of 1998, <br />required the issuance of a building permit within 36 months of the day of approval or the <br />approval will expire. He noted that an extension could be applied for within the three- <br />year period. Simmons explained that the City received a letter from an applicant who has <br />a PUD with a March 2, 2002 expiration date and waited for the outcome on the Parking <br />Improvement Fee. In light of the fact that Council has directed an amendment to the <br />ordinance that would reduce the amount of the fee, the applicant is requesting an <br />extension. <br /> <br />Simmons offered suggestions to grant extensions to existing approved Final PUD's. He <br />stated that Council might adopt an ordinance that would provide the ability to extend <br />PUD's for a three-year period.
