Louisville Special City Council Meeting
February 19, 2002
Page 7

improvements on the east side of Main Street. He stressed that this would be a permanent
feature, which includes a stone monument and a sign similar to the one adopted by the
Downtown Business Association.

Keany stated that the Downtown Business Association request for Gateway and what the
City envisions as a gateway are two different things. He stated that the Gateway Master
Plan Guidelines requires hundreds of thousands of dollars. The DBA is asking for an
entrance feature to direct people to the downtown area. He stressed it would be
considerably less than what the Gateway Master Plan requires. He stated that the DBA
wants a large directional sign to direct people into downtown Louisville to build a
customer base. He stated that the DBA wants similar signs at South Boulder Road and
Main, and Highway 42 and Pine. He emphasized that hundreds of dollars did not have to
be expended for the gateway improvements.

Simmons concurred. He reported that the City has received bids for adding the additional
feature to the downtown directional signs that will appear through the City. He stated
that the City is working with a local contractor, however the bid came in higher than
anticipated.

Mayer concurred with Councilman Keany with respect to the definition of gateway. He
suggested that given the changes that will occur along the Highway 42 Corridor, some
plan should implement landscaping that could be modified. He agreed that there is a vast
difference between landscaping and simple signage.

Van Pelt asked about the timeframe of the signage.

Simmons stated that he would speak with the landscape architect and report back to
Council.

Davidson voiced his frustration with the lack of signage at Highway 42 and Pine Street.
He explained that Council had approved the signage last year. He stated he expected a
greater response from the City Staff.

Davidson reported that he received countless emails and phone calls complaining about
Staff's incapability to communicate with the Downtown Business people. He also
reported receiving complaints about the Planning Department's rudeness and stated that
there must be a conscious effort to improve service.

Brown stated that he was encouraged by the progress made at work session with the
Downtown Business Association.

Sisk voiced his belief that better communication needs to be established with the
Downtown Business Association. He stated that he spoke with the President of CTC
recently, about communication with the City Staff. He cautioned that there are
sensitivities when dealing with the businesses and there are issues of disagreement. He
