• SUBJECT: 2012 COMPREHENSIVE PLAN FRAMEWORK <br /> DATE: DECEMBER 18, 2012 PAGE 15 OF 23 <br /> Corridor and the McCaslin / Centennial Valley area when compared to the four other <br /> Framework Options. <br /> Sustainable Practices for the Economy, Community, and the Environment— Like the <br /> above core value assessment, Option #1 provides the least guidance for the continued <br /> private investment and reinvestment in the South Boulder Road Corridor and the <br /> McCaslin / Centennial Valley area when compared to the four other Framework <br /> Options. <br /> Unique Commercial Areas and Distinctive Neighborhoods — Option #1 does not provide <br /> guidance, or encouragement for the McCaslin /Centennial Valley portion of the City to <br /> transform from a conventional suburban strip corridor to a unique commercial area. <br /> Families and Individuals— Option #1 limits diversified housing options for first time <br /> home buyers and seniors. In order to strengthen the City's commitment to families and <br /> individuals, one goal in the Comprehensive Plan should be to further diversify the City's <br /> housing stock and increase the opportunities for multi-generational housing. <br /> Safe Neighborhoods— Option #1 provides for safe neighborhoods throughout the City. <br /> It should be noted that Option #1, when compared to Options #3, #4, and #5, does not <br /> strengthen neighborhoods adjacent to retail and commercial corridors by enabling better <br /> edges and transitions along redeveloping corridors and allowed commercial <br /> development. <br /> Option #2 — Two Centers — Option #2 meets the intent of the Vision Statement and <br /> Core Community Values. However, staff believes that Option #2 is out performed by <br /> Options #3, #4, and #5 in five Core Community Values. Staff believes Option #2 <br /> outperforms Option #1. <br /> A Sense of Community— Option #2 maintains the sense of community in the City and <br /> strengthens the sense of community for the South Boulder Road and Hwy 42 Corridors. <br /> This option serves Downtown Louisville and the Old Town neighborhood well and <br /> repositions South Boulder Road and Hwy 42 to develop a stronger sense of <br /> community. However, like Option #1, this option does not enable strategies to <br /> strengthen a sense of community for the McCaslin/Centennial Valley area, when <br /> compared to Options #3, #4, and #5. <br /> Our Livable Small Town Feel— The physical condition of the City is key measure in <br /> maintaining the small town character of the City. Option #2 does not enable or <br /> encourage a change to the physical character of the McCaslin and Centennial Valley <br /> area to become more livable and physically compatible with the rest of the City. <br /> A Healthy, Vibrant, and Sustainable Economy— Option #2 does not provide guidance <br /> for the continued private investment and reinvestment in the McCaslin / Centennial <br /> Valley area when compared to Framework Options #3, #4, and #5. <br /> CITY COUNCIL COMMUNICATION <br />
