Louisville City Council Meeting
March 5, 2002
Page 10

Sisk reported that he and Councilman Keany were members of a committee that
discussed the City of Louisville and the Town of Superior cooperation in recreation
facilities. He emphasized that the voters in Superior declined to pass funding of a
recreation facility. He stressed the importance of the recreation expansion and voiced
concem that commencing discussions with Superior may sidetrack the City. He stated
that he was not opposed to having Superior at the March 12 work session, but
emphasized that the City must go forward as planned.

Davidson stated that the City is in the process of moving forward with an expansion of
the Recreation Center and in the past, Superior has had difficulty in funding a recreation
facility. He concurred that Superior could attend the March 12 work session, but unless
they provide a concrete proposal, the City will go forward as planned.

Levihn concurred that unless Superior had a concrete proposal and some funding
mechanism, it may be to late to begin discussions.

Mayer stated Louisville has a population of 20,000 and Superior 15,000 and that one
recreation center cannot go from servicing 20,000 to 35,000. He stated that a new
recreation facility would have to be built. He stressed that the timing is very tight and
further discussion would delay the project and require an Intergovernmental Agreement.

Keany requested that the recreation consultants be asked to look at an outdoor aquatics
facility as part of the needs assessments.

Sisk stated the issue of an outdoor aquatics facility was discussed at the Finance
Committee.

It was Council's consensus to have the consultant review an outdoor aquatic facility.

Simmons announced the Agenda Items scheduled for the April 9, 2002 work session
include the 5-year Capital Plan and the "Super" IGA. For the April 23, 2002 work
session, agenda items include the weeds, minimum fence and parking/storage of vehicles
and a presentation of the improvements to the US 36/McCaslin Interchange.

Simmons reported that Staff has received a draft study for the Front Street/County Road
connection from downtown to the Highway 42/96th Street Bypass. He stated that a public
meeting must be scheduled to receive input from citizens. He asked if Council would
like to meet at a work session prior to the public meeting.

Davidson stated that he would like to review the matter with the consultant at a work
session prior to the public hearing and he requested a copy of the draft.

Public Works Director Phare stated that he would try to schedule a meeting. Simmons
suggested a work session prior to the March 19, 2002 Council meeting.

10
