Louisville City Council Meeting
March 5, 2002
Page 11

Simmons reported that the Community Investment Fee Committee will meet on Thursday
moming (March 7, 2002) to discuss the final draft report.

Simmons reported that on March 1, 2002, Staff submitted a proposal to the City of
Boulder to purchase six (6) units of Windy Gap water.

Simmons informed Council of the Balfour Corporation request for a review of their fee
schedule. He explained that it is their assertion that an independent living facility should
have a separate fee schedule. He stated that an outside consultant has been retained to
research this matter.

Simmons reported that the position of Land Management Director has been advertised
and that the Open Space Advisory Board submitted input for job description.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Keany asked City Manager Simmons for an update on the facility planning for the Police
Station.

Simmons stated that Staff is working to finalize the square footage of the building, from
programming needs and add-ons for circulation in common areas. He stated that a
meeting of the committee, which includes Councilmen Sisk and Keany, will be scheduled
within a week.

Levihn requested that discussion of the new City Park be scheduled for a work session.

Simmons stated that the Staff is working with landscape architects and received two
proposals and are waiting for two more.

With respect to the Balfour request, Mayer stated that he was not opposed to looking at
fee schedules, however, if the issue is reviewed, it should consider a full range of the
City's costs.

Davidson commented that while there are not any school age children at the Balfour
facility, if fees are adjusted, other developers could request exemptions on other issues.
He voiced his concern over reviewing each development separately. He stated that the
Balfour facility serves the entire Metro area and not just Louisville.

Davidson reported on the Metro Mayors' Meeting, and stated that they were asked to
support extending the one percent sales tax for affordable housing. He stated that
affordable housing was a local issue and that although he was not opposed to extending
the tax, taxes collected in Louisville should remain in Louisville.

Keany asked City Manager Simmons for an update of the downtown signage.

11
