Louisville City Council Meeting
May 7, 2002
Page 10

Davidson stated that a police department in a residential area has the same affect as an
office building and does not produce a noisy environment.

Brown asked for clarification on the financial implications of the project. He voiced his
understanding that Council is being asked to approve the architectural design, the site
work and construction cost of the police building.

Simmons stated that the 2002 Capital Project budget has identified $2.1 million dollar for
the construction of the police building. Under Option A, Staff estimates an additional
$964,000.00 is required to complete the police building. He noted that the Finance
Committee reviewed the 2002 Capital Projects budget, and anticipates a total expenditure
of $3.1 million dollars. The fund balance for the Capital Projects at the end of 2002 is
projected to be $2.6 million dollars. He stated that $2.6 million dollars would be carded
over to the 2003 Capital Projects budget. Simmons stated that with Council authorization,
the project will go out to bids, and based on the bid numbers, the Capital Projects funds
can be reevaluated.

Brown asked for confirmation that the capital projects for 2002 have not been modified.
Simmons confirmed that for 2002, no capital projects have been deleted or modified to
accommodate the police station project.

Van Pelt voiced concern for the lack of estimates for furniture and fixtures for the police
station.

Simmons confirmed that furniture and fixtures are not included, however, there is an
estimate of $400,000. He stated that furniture and fixtures would be discussed in the
2003 and 2004 budget process.

Davidson agreed that furniture and fixture should be a part of the total budget.

Sisk suggested that alternate bids be reviewed at a later date. He stressed that Council
must give the architect direction on which option is preferred

Davidson suggested that Council select Option A.

MOTION: Sisk moved that Council authorize Option A, and request that the architect
consider and provide estimates for the finished municipal court, seconded by Keany.

Sisk amended his motion to reflect that the shell space designated for dispatch be deleted
and future public safety needs be added. Keany accepted the amendment.

VOTE: All in favor.

10
