Louisville City Council Meeting
May 7, 2002
Page 11
RESOLUTION NO. 16, SERIES 2002 - A RESOLUTION FINDING
SUBSTANTIAL COMPLIANCE FOR AN ANNEXATION PETITION FILED
WITH THE CITY OF LOUISVILLE, COLORADO, KNOWN AS THE
COMMUNITY PARK ANNEXATION, AND SETTING A PUBLIC HEARING
THEREON - set public hearing 7/2/02

Davidson called for Staff presentation.

Planning Director Paul Wood explained that the City of Louisville is the landowner and
applicant initiating the annexation of the property referred to as the "Community Park
Annexation. He stressed that the annexation will follow the typical annexation process.
The property is approximately 14.511 acres and is located between County Road and
Roosevelt, between the Murphy Place Subdivision to the north, and the un-platted
Warembourg property to the south. The parcel is zoned Agriculture (A). He explained
that the annexation is made up of two parcels, the northem 10 acres acquired for open
space acquisition, and the southern 5 acres acquired as Parcel 3, is the Warmembourg
acquisition. Parcel 3 was purchased for right-of-way purposes to allow a connector road
to be constructed on the property.

Wood explained that Resolution No. 17 Series 2002, if authorized, would set a public
hearing on the annexation for July 2, 2002, and the annexation and zoning review would
come before the Planning Commission on June 11, 2002.

Mayer reported on the presentation for the connection from Bella Vista Drive to County
Road. He stated that, allowing County Road to remain open and constructing the
connection makes sense in terms of safety. However, the cost was estimated at $1.5
million dollars. He emphasized that Council should be aware that Capital Projects are
increasing.

MOTION: Brown moved that the Council approve Resolution No. 16, Series 2002, and
set a public heating for July 2, 2002, seconded by Levihn.

City Attorney Light asked that the motion include authorization for the Mayor to execute
the annexation petition.

Brown and Levihn accepted the amendment to the motion.

VOTE: All in favor.

PRESENTATION/DISCUSSION - 2002 WATER SUPPLY UPDATE

City Manager Bill Simmons addressed the water supply situation. He stated that this year
marks the earliest opening day of Trail Ridge Road since 1932. He reported on a
discussion he had with a local family involved in agriculture, who have described this
year as the driest since 1938. He summarized that it is a serious situation and asked that
the Director of Public Works update Council of the City's water supply.

11
