He noted that the
Director of Public Works will inform the Golf Course what level of water they will
receive.

Brown commended City Staff for taking action early, and for bringing the information to
Council. He concurred that it is important to notify the citizens of the water shortage.

Phare offered several suggestions for water conservation until the Water Committee and
Council formulate a formal plan. He reported that a pipeline was constructed in the
spring, from the raw water intake at the South Water Treatment Plant (Howard Berry
Water Treatment Facility) to a delivery system of the golf course, and that the Louisville
Reservoir project is completed. For citizens, Phare suggested watering in the evening,
and maintaining grass at 2" or higher to keep moisture in the ground. He suggested
aerating lawns and the use of mulch around plants and trees to protect the root structure.
He stressed that citizens should check for leaks.

Sisk asked Phare to provide more water conservation suggestions to the citizens. He
stressed that the City needs to lead by example.

Mayer suggested signage on city property, giving a telephone number for reporting leaks
or broken sprinklers. He stated that the golf course should repay the water fund to help
purchase water rights.

Davidson stated that the City purchases water rights as they become available and will
continue to do so.

Mayer commented that the City has not anticipated water needs from Marshall Lake and
referred to the Raw Water Master Plan. He stated that CBT water is available.

EXECUTIVE SESSION - ANNUAL EVALUATION OF CITY MANAGER

Davidson requested that the City Clerk read the Public statement.

City Clerk Varra read Section 2.90.050, Public statement of the Louisville Municipal
Code, which outlines the topics that can be discussed at an executive session.

Davidson moved that Council go into executive session, to discuss the annual review of
the City Manager, and asked that the City Attorney attend the session, seconded by
Keany. All in favor.

City Attorney Light noted that the topic of executive session is authorized under Sec 24-
6-402 (2)(F) of the Colorado Revised Statutes, and Home Rule Charter Sec 5-2 (B).

The Council adjourned to executive session at 9:00 p.m.

14
