Historic Preservation Commission <br />Meeting Minutes <br />June 17, 2013 <br />Page 6 of 9 <br /> <br />Villa stated he was fine. <br />Motion carried 5 – 1. <br />Koertje voted no because of process issues. <br />Stewart stated he will continue to volunteer design assistance. <br />Discussion – Loans from the HPF <br />Robinson stated he spoke with the City Attorney who was concerned about creating <br />criteria on what the grants can and can’t be used for. He also suggested there should <br />be an upper limit cap. <br />Stewart stated it might be best to wait for a complete review by the City Attorney before <br />sending this forward to City Council. <br />Discussion ensued regarding the resolution going to City Council. <br />Koertje stated he had spoken with Funding Partners, out of Fort Collins. He stated they <br />would be interested in working on this program. He added Fort Collins does a different <br />program than we are proposing. <br />The HPC asked staff to create a draft RFP for funding managers. <br />Watson requested a breakdown of management costs to make sure the management of <br />the program is not more than the loan amounts. <br />Stewart asked if anyone on the HPC was willing to work with Koertje. <br />Koertje said he didn’t mind working on it by himself. <br />Committee Reports – <br />Outreach committee <br />Stewart stated there have been ongoing talks with the owner of the Old Louisville Inn. <br />He is looking to combine a landmark, grant, PUD all into one project. <br />Stewart inquired about the City website. <br />Robinson stated the City is hiring a new IT Director so changes might be underway. <br />La Grave stated he is still interested in creating a standalone website for the HPC. <br />La Grave added he has been speaking with two other downtown business owners in <br />regards to landmarking their structures. <br />Commercial incentives workshop - none
