City Council Budget Retreat <br />Special Meeting Minutes <br />June 27, 2013 <br />Page 6of13 <br />Steve Hite, City of Louisville Operations Manager, who has worked at the existing site <br />for 20 years, noted the parks and the public works crew work within this facility in <br />adverse conditions and struggle for space to store their equipment. Having more room <br />would improve their efficiencies and provide a safer environment. <br />COUNCIL COMMENTS <br />Council member Loo noted the funds are extended out several years and asked what <br />budget would fund the facility. Finance Director Watson stated the funds would come <br />from the Water Utility Fund and the Conservation Trust Fund - Parks. <br />Council member Jasiak asked Mr. Hite if they are asking for split campuses or just a <br />larger building and site. Operations Manager Hite stated they are requesting a larger <br />facility with room for storage. <br />Mayor Muckle proposed bringing the St. Andrews Crossing forward to the 2014 budget <br />and delaying the Highway 42 Crossing Project to 2015. He asked if the Highway 42 <br />Grant funds must be expended in 2014. Deputy City Manager Balser confirmed it would <br />have to be spent in 2014 and can only be used for Highway 42. <br />Council member Loo had several comments, concerns and multiple questions relative <br />to the Capital Improvement Project requests: <br />She inquired why is the Harney Lastoka Open Space Milk House /Milking Barn /Mule <br />Shed Project being spread out for so many years. Parks and Recreation Director <br />Stevens explained it is a Joint Louisville /Lafayette /Boulder County Project and this is the <br />timetable established for the project. <br />She asked if the City is working with the Town of Superior for funding of the Underpass <br />at Davidson Mesa. City Manager Fleming responded yes. <br />She commented wayfinding signs should be big and readable and the City should <br />establish regulations for the dog parks. <br />She was not in favor of new Demonstration Gardens or renovations of the existing <br />Demonstration Garden. <br />She opposed the Joe Carnival Park site improvements request for $114,000, which <br />included blue grass. Parks and Recreation Director Stevens explained Joe Carnival <br />Park has not had any upgrades in several years. Residents and the school teachers at <br />Coal Creek Elementary have asked the City to add more blue grass and to upgrade the <br />playground equipment to make it ADA compliant. <br />She questioned the cost reduction of the multi - purpose field expansion at the <br />Recreation Center and why the expansion is proposed. Parks and Recreation Director <br />Steven explained the expansion would be a fantastic enhancement to the Recreation <br />
