City Council <br />Meeting Minutes <br />August 6, 2013 <br />Page 11 of 16 <br />successful, the City might engage in continued services for the construction phase of <br />the project subject to authorization from City Council. <br />The 2013 budget includes $20,000 for design services and $220,000 for construction. <br />Associated Pool Builders completed the design phase of the work for $10,000 and <br />submitted a construction estimate of $218,355. Staff recommends awarding the project <br />to Associated Pool Builders for $218,355 with a 10% contingency. This would bring the <br />total cost of the project to $240,190, and leave a budget shortfall of ($20,190). To <br />resolve this shortfall, staff recommends scaling back renovation of the Recreation and <br />Senior Center Weight Room by ($21,835). The majority of construction in the swimming <br />pool is to be scheduled during the Recreation Center's Maintenance Week with <br />construction activities at the hot tub to follow at a later time. <br />COUNCIL COMMENT <br />Mayor Muckle stated his understanding that there was an RFP process, but only one <br />proposal was received. Parks and Recreation Director Stevens explained only one <br />proposal was received for the design work and it was cost prohibitive. The construction <br />portion of the project is a sole source contract and did not go out for bid. <br />Mayor Muckle inquired about the scaling back of the improvements for Senior Center <br />Weight Room. Parks and Recreation Director Stevens stated the City found a vendor, <br />whose prices were lower, so the equipment will be upgraded. <br />MOTION: Mayor Muckle moved to award contract to Associated Pool Builders, Inc, <br />seconded by Mayor Pro Tem Dalton. Roll call vote was taken. The motion carried by a <br />vote of 7 -0. <br />AWARD BID TO TRAVIS CONSTRUCTION AND CITRON WORKSPACES FOR CITY <br />HALL 1ST FLOOR IMPROVEMENTS <br />Mayor Muckle requested a staff presentation. <br />CIP Manager Diana Trettin reported the City's 2013 CIP includes design and <br />construction costs to consolidate the Planning and Building Safety Divisions space into <br />one area on the 1st floor of City Hall to improve customer service and operational <br />efficiency. Earlier this year, the City Council approved the Information Technology (IT) <br />Strategic Plan, which included a separate IT Department and additional personnel. To <br />address those needs, the original scope of work for the City Hall remodel was <br />expanded. Staff determined new furniture and storage systems would be needed to <br />make best use of the open floor plan concept to be constructed. <br />Staff worked with an architect to create an open floor plan intended to encourage a <br />collaborative work environment, effectively serve the public and make best use of <br />available space.
