The 2013 <br />budget includes $1,575,000 for the McCaslin Boulevard Underpass Project. Staff <br />recommended the City Council award bid to Goodland Construction. <br />COUNCIL COMMENT <br />Mayor Muckle congratulated staff for their work. He felt the underpass will significantly <br />improve the park area. <br />Mayor Pro Tem Dalton asked for clarification on whether McCaslin would be closed for <br />a number of months or a short period of time. CIP Manager Trettin clarified McCaslin <br />Boulevard will be closed for a short period of time. <br />Council member Loo disclosed she lives within 500 feet of the proposed underpass <br />project. She questioned the location of a sidewalk at the "Y" connection. She felt the <br />public will cut across and create a social trail. CIP Manager Trettin stated the sidewalk <br />was placed for public access from the parking lot. City Manager Fleming stated as <br />social trails are established, they can be hard - surfaced. <br />Council member Jasiak thanked the Open Space Advisory Board for their input and <br />recommendations on the plan. <br />MOTION: Mayor Muckle moved to award bid to Goodland Construction for the <br />McCaslin Boulevard Underpass Project, seconded by Council member Jasiak. Roll call <br />vote was taken. The motion carried by a vote of 7 -0. <br />AWARD SOLE SOURCE CONTRACT TO ASSOCIATED POOL BUILDERS, INC. <br />FOR AMERICANS WITH DISABILITIES ACT (ADA) IMPROVEMENTS AND <br />RENOVATION OF THE RECREATION CENTER SWIMMING POOL AND HOT TUB <br />Mayor Muckle requested a staff presentation. <br />Parks and Recreation Director Stevens explained the City recently completed <br />American's with Disabilities Act (ADA) survey, which identified deficiencies at the <br />Recreation and Senior Center swimming pool and hot tub. To address ADA issues, the <br />Parks and Recreation Department prepared a Request for Proposal (RFP), receiving <br />one (1) proposal which was cost - prohibitive ($42,740 for design services). Staff then <br />identified and contacted architectural and pool design firms along with other parks and <br />recreation departments and special districts to help staff identify potential design and <br />construction firms that could expedite design and construction services. A RFP brought <br />forward one proposal from Associated Pool Builders, Inc., a design /build firm, which <br />was a sub - contractor on the Recreation and Senior Center aquatic facility twenty -three <br />(23) years ago. <br />The City contracted with Associated Pool Builders for design services, construction <br />documents and cost estimates for both the hot tub and swimming pool anticipating, if <br />
