City Council <br />Meeting Minutes <br />August 6, 2013 <br />Page 8 of 16 <br />While the City does not have an immediate need for Video on Demand on High <br />Definition channels, staff recommended these options be available to the City should <br />there be interest in adding either service later in the franchise period. If Council wants to <br />move to a High Definition format the Council Chambers could be refitted with HD <br />equipment using PEG moneys. <br />Once staff has direction from Council they will begin the public outreach process, which <br />should be complete in the fall, at which time negotiations with Comcast will begin. <br />Council consideration on a final franchise would be in late 2013. Public Relations <br />Manager Ms. Muth introduced the City's legal counsel for the franchise, Nancy Rodgers <br />of Kissinger and Fellman, and Jon Lehman, Director of Government and Regulatory <br />Affairs, Comcast Cable Television, to respond to Council's questions. <br />COUNCIL QUESTIONS <br />Council member Keany asked for clarification that the Video on Demand and High <br />Definition Channels options would be reserved for a later time. Public Relations <br />Manager Muth confirmed staff would make that request. <br />Council member Keany inquired whether Video on Demand would be available for non - <br />Comcast subscribers to view through the City's Web site. Public Relations Manager <br />Muth thought Aurora had video streaming on the web, which might be available to non - <br />Comcast customers. <br />Council member Keany supported Video on Demand for the Web site. Public Relations <br />Manager Muth explained there is the possibility to host video of City meetings on the <br />new web which is currently in process and it would be separate from Comcast. <br />Mayor Pro Tem Dalton voiced his preference to have the customer service standards <br />removed from the franchise agreement so as not to put the City in the middle of <br />customer disputes with Comcast. <br />Mayor Muckle supported the availability of all the options and using the model franchise, <br />but was not prepared to completely drop customer service standards. <br />Mayor Pro Tem Dalton asked Public Relations Manager Muth to describe the PEG <br />Channels. Public Relations Manager Muth explained Channel 8 — is the Government <br />Channel (City of Louisville), Channel 22 is the Education Channel (Boulder Valley <br />School District) and Channel 54 is the Public Access Channel. <br />Mayor Pro Tem Dalton asked whether the City wants to fund Channel 22. He noted <br />Channel 54 is not operated within the confines of Louisville and asked if the City wanted <br />to continue to maintain the channel. Public Relations Manager Muth noted that the <br />Channel 54 headend is located at the back of Louisville City Council Chambers. <br />
