City Council <br />Meeting Minutes <br />August 6, 2013 <br />Page 9 of 16 <br />John Lehman, Comcast Cable Television, stated Comcast does not determine how the <br />City allocates the PEG Channels. The City may designate an access provider or be the <br />access provider. <br />Mayor Muckle supported maintaining all three channels to allow residents to view <br />programs on all three channels. He also supported the City using PEG funds to upgrade <br />the Council Chambers and facilities. Public Relations Manager Muth explained future <br />PEG fees can only go to capital costs. <br />COUNCIL QUESTIONS <br />Council member Loo inquired about the fees. She felt the public would be interested in <br />the fees and the pricing of programs. Public Relations Manager Muth explained the City <br />cannot dictate fees or program pricing as dictated by Federal law. <br />Council member Jasiak suggested, as part of the public outreach, the public be told <br />what is negotiable and what is not. Council member Loo suggested information about <br />the fees and pricing be available for the public outreach. <br />DIRECTION: Council supported continuing service standards and gathering more <br />information on fees and pricing for the public outreach. <br />AWARD BID TO GOODLAND CONSTRUCTION FOR THE MCCASLIN BOULEVARD <br />UNDERPASS PROJECT <br />Mayor Muckle requested a staff presentation. <br />CIP Manager Diana Trettin addressed the McCaslin Boulevard Underpass project. The <br />project consists of a pedestrian / bicycle underpass between Harper Lake and the <br />Davidson Mesa Open Space along with reconstruction of the Davidson Mesa and <br />Harper Lake parking lots and underpass trailheads including paving, landscaping and <br />irrigation. Staff solicited formal bids for the McCaslin Boulevard Underpass Project on <br />June 28, 2013 and received proposals from three (3) prequalified contractors. The two <br />lowest bids were less than the engineer's estimate. Parks and Recreation Director <br />Stevens requested all seven Add Alternates be included into the award at this time. <br />The bids were very close and competitive. Two addenda were included in the bids, <br />which clarified a few items in the contract documents and plans. Staff requested all <br />contractors to provide a Base Bid schedule A (McCaslin remains open during <br />construction) and a Base bid schedule B (full closure of McCaslin during construction) <br />along with a schedule of unit prices for bid alternates. The bidders' responses <br />estimated savings of only 4 -5% (about $50,000) for bid schedule B or closing McCaslin. <br />Therefore, staff does not recommend closing McCaslin to construct the underpass. <br />Staff estimated additional project soft cosst with existing encumbrances at a total of <br />$38,000. An additional 10% contingency was requested to address unforeseen site <br />
