Local Licensing Authority <br />Minutes <br />July 22, 2013 <br />Page 3 of 5 <br /> <br />Mai Hong Trinh, 158 S. Madison Avenue, Louisville, CO, owner, introduced <br />herself to the Authority and took the oath. William Carlson, 11713 Montgomery <br />Circle, Longmont, CO introduced himself to the Authority and took the oath. He <br />stated there was no prepared presentation, but reported the owners of the <br />Double Happy, who now hold a Beer and Wine license, wish to improve their <br />business by adding the ability to serve spirits. <br /> <br />Chairperson Rommelfanger asked if any members of the audience wished to <br />speak in favor of the applicant. <br /> <br />Janet Russell, 11713 Montgomery Circle, Longmont, CO introduced herself to <br />the Authority and took the oath. She reported there had been a lot of “sprucing <br />up” done inside and outside of Double Happy, which she had been a part of. The <br />goal is to increase business for the restaurant and the addition of the Hotel and <br />Restaurant liquor license will only help to enhance the dining experience. <br /> <br />Rommelfanger called for any members of the audience wishing to speak in <br />opposition. Hearing none, he asked if the applicant had a closing statement. <br />Ms. Russell stated Ms. Trinh desired the Authority grant the new license. <br /> <br />Chairperson Rommelfanger called for member discussion. Wilson was glad to <br />see Double Happy increasing business since they are a long established <br />Louisville restaurant. Rommelfanger commented the addition of the outdoor <br />seating would also benefit the business. <br /> <br />Carlson moved the Local Licensing Authority of the City of Louisville find the <br />applicant is of good moral character, the inhabitants of the neighborhood desire <br />the license be granted, the license will meet the reasonable requirements of the <br />neighborhood, all City and State law requirements have been met and, based on <br />these findings, the Local Licensing Authority approve issuance of a Hotel and <br />Restaurant Liquor License for Double Happy, Inc. doing business as Double <br />Happy Restaurant. Machado seconded. All in favor. <br /> <br />B. Recommendations and Input on an Ordinance Amending Chapter <br /> 5.10 of the Louisville Municipal Code Concerning Transfers of <br /> Ownership and Changes of Locations for Medical Marijuana <br /> Businesses <br /> <br />Authority Attorney Culley reminded the Authority this draft Ordinance was in <br />response to discussion at the last meeting concerning transfers of Medical <br />Marijuana businesses. Additionally, this ordinance addresses changes of <br />location for those businesses. Currently, the Louisville Municipal Code (LMC) <br />does not allow for transfers or change of location and is in conflict with State law. <br />The proposed change to transfers of ownership would address the suitability of
